The Knowledge & Data Manager will provide technical guidance and support to researchers and research support units as CIP begins to implement Open Access, Open Data, and Data Management across the organization. The position will also provide recommendations to CIP management for facilitating the implementation and widespread adoption, which will require supporting significant organizational change efforts as well as improving systems and processes to make it as easy as possible for researchers to make their research openly-accessible according to the FAIR principles – i.e. findable, accessible, interoperable, and re-usable.

While this position will serve as the in-house expert for Knowledge Management and will promote internal knowledge sharing efforts, the emphasis of the position for the initial term will be on external knowledge sharing through Open Access/Open Data. It is anticipated that capacity building and awareness raising will be key areas of focus for this position during the first year as CIP begins to embed Open Access and Open Data into the project lifecycle and other organizational processes such as M&E and individuals’ performance and evaluation.

This position will report to the Head of Research Support Unit (RSU) and will work closely with members of Communications and Publications (CPAD), the CIP Library, Research Informatics Unit (RIU), the CIP legal team, Grants and Contracts, and other research support and administrative units. This position will also work closely with researchers at HQ and in the regions. In addition, this position will serve as a liaison to several CGIAR Knowledge Management, Open Access, and Open Data communities of practice and will work closely with other KM/OA-OD focal points on cross-Center initiatives to support Open Access and Open Data.

Roles and Responsibilities

1.Coordinate CIP’s Open Access & Open Data Implementation

  • Provide leadership for and serve as the primary coordinator of CIP’s Open Access and Open Data implementation, operations, guidelines, processes, policies, and initiatives at a broad level.
  • Provide guidance and support regarding Open Access/Open Data for the CGIAR Research Program (CRP) Roots, Tubers, and Bananas (RTB), and links with similar efforts in other CRPs.
  • Help bring about internal culture changes needed to foster a culture of knowledge and data sharing.
  • Coordinate communication, advocacy, and training efforts related to Open Access/Open Data with the Library, RIU, and CPAD.
  • Serve as the steward of the CIP Open Access/Open Data Implementation Plan; ensure that the plan remains a living document and is updated to reflect current workflows, processes, priorities, and the CIP Publications Policy and the CIP Data Management Guidelines, Policy, and Procedures.
  • Work closely with a wide range of internal and external stakeholder groups to support Open Access/Open Data implementation in a participatory, inclusive, and consultative manner.
  • Facilitate internal Open Access/Open Data working groups and coordinate a new OA/OD focal point program.
  • Serve as a liaison to and active participant in the CGIAR Open Access, Open Data, and KM communities.
  • Stay informed of external trends, best practices, and emerging technologies related to Open Access, Open Data, Data Management, and scholarly communications.

2.Advance Open Access and Open Data at CIP through Advocacy Efforts and Training

  • Serve as an advocate for Open Access and Open Data within the organization.
  • Raise awareness among researchers and serve as a resource to provide guidance around issues related to the CGIAR, CIP, and relevant funding agency Open Access policies.
  • Promote visibility of CIP’s growing body of openly-accessible research outputs.
  • In collaboration with RIU, the Library, and CPAD, develop and launch an OA/OD training program for CIP staff at HQ and in the regions to increase awareness of Open Access, Open Data, and data management requirements, best practices, benefits, and CIP support.
  • Lead information sessions at CIP related to aspects of Open Access/Open Data.
  • Highlight new tools, resources, and other materials designed to make Open Access/Open Data as easy as possible for researchers; adapt openly-licensed materials for the CIP environment as appropriate, and develop new tools as needed.
  • Pursue external funding to support Open Access/Open Data at CIP.

3.Monitor Progress with Open Access and Open Data

  • Track the growth of openly-accessible information products and data within repositories, based on the FAIR Principles (Findability, Accessibility, Interoperability, and Re-Usability).
  • Coordinate reporting of Open Access/Open Data metrics per CIP and CGIAR requirements.
  • Analyze data in order to identify and implement ways to improve potential usage and uptake of CIP research outputs.
  • Supervise regular auditing of selected CIP projects, publications, and datasets to ensure Open Access/Open Data best practices are followed regarding metadata, dissemination/storage locations in accepted repositories, long-term preservation, and timeliness of deposits and openness.

4.Provide guidance on Big Data related discussions and challenges

· Serve as CIP focal point in the CG platforms that are currently discussing the topic of BIG Data.

· Propose a BIG Data strategy for CIP considering elements of the CG discussion but also CIP’s own needs based on its research programs.

Selection criteria:

  • A University Degree in Communications, Knowledge Management, Information Management, Library Science, Business or related discipline, or suitable equivalent.
  • 7 to 10 years’ experience of relevant experience working in the design and delivery of knowledge management, information management, or data management programs and services, including several years developing and executing strategic initiatives, preferably within a research organization or international NGO.
  • Demonstrated background developing and implementing initiatives related to open access and/or open data.
  • Ability to lead and facilitate high-level discussions that will shape plans for making data and research products openly accessible.
  • Demonstrated experience working with metadata: creating new metadata; working with controlled vocabularies and ontologies such as AGROVOC; revising and enhancing metadata to improve discoverability.
  • Demonstrated experience working with interoperable, standards-compliant open access repositories such as DSpace, EPrints, Invenio, Dataverse, BioMart, or CKAN; Knowledge of advanced cyber infrastructure software technologies.
  • Strong knowledge and experience with internal and external knowledge sharing and collaboration best practices, processes, and tools and systems.
  • Broad understanding of data management issues including: data collection, data analysis, data integration, long-term data storage and preservation, data quality, and publicly disseminating data.
  • Broad understanding of library and information management operations, best practices, and current/emerging issues such as: copyright issues, working with publishers, using Creative Commons licenses, scientific publishing workflows, and cataloging/metadata workflows.
  • Broad understanding of current and emerging issues in scholarly communication including: measuring the impact of open access to publications and data; emerging standards and protocols such as Linked Open Data (LOD), semantic web technologies; and new tools for repositories such as ORCID, altmetrics, and DataCite.
  • Broad understanding of current issues in international research & development.
  • Strong demonstrated ability to manage multiple projects simultaneously, proactively identify new projects, meet deadlines, and work under minimal supervision.
  • Fluency in written and spoken English; excellent writing, editing, and oral communication skills.
  • Ability to develop and manage relationships with a range of different stakeholder groups including science, development, and technology development institutions; grant-funding agencies; and international NGOs.
  • Proven ability to undertake activities through a participatory, inclusive, and consultative process; demonstrated ability to interact professionally with a diverse employee population and with all levels of staff and management. Demonstrated experience working with teams across geographies in cross-functional, matrixed work environments.

The position: The Project Finance Specialist will be based in Nairobi, Kenya and will report to the Project Finance Manager-HQ, with co-reporting to the Regional Finance Manager or the Chief of Party.
The principal tasks and responsibilities will include, but not limited to the following:

Duties and Accountabilities:

  • Receive and review monthly field financial reports for consistency, completeness and accuracy of documentation and proper posting to the correct project budget item; this requires briefing assigned home office project staff to go over results of the review, especially in the context of programmatic activities.
  • Assist with preparation for annual budgets and projections.
  • Create Journal Entry to post field financial information directly into CIP’s accounting system.
  • Be familiar with the CIP accounting system and account coding structure.
  • Staying current with donor regulations and the award requirements identified in the CIP compliance matrix.
  • Ensure Time and Efforts Reports are completed on time and in an accurate fashion.
  • Ensure that expenditures meet donor compliance plans and regulations
  • Ensure Partner or sub-grantee compliance with donor requirements
  • Carry on capacity building activities for project partners
  • Set up accounts for new projects and amendments to existing projects
  • Set up reporting and/or invoices templates for new projects
  • Provide advice on ways to improve the field accounting function for multiple projects and multiple donors
  • When applicable, review cost share documentation received from the field for compliance, completeness and accuracy; enter information into reporting documents
  • When requested, and in conjunction with Program Managers or other staff, provide forms and worksheets to field finance staff as needed to track or document in-kind cost share, travel advances, allocation of costs among programs, payroll reports, etc. Assist staff in developing custom forms or worksheets as needed.
  • Assist Program Managers and other project staff in monitoring project spending levels against budget
  • Provide feedback to projects on improvements needed in the preparation of field financial reports.
  • Respond to routine accounting/financial report inquiries from field or home office; resolve issues that arise.
  • When needed, travel to field sites to conduct mentoring and training of project accounting staff or participate in training new project staff especially during new project start up.
  • Based on knowledge of expenditure patterns in field offices, review monthly wire transfer requests in coordination with Program Managers.
  • Prepare financial reports and any additional documentation require by the donor.
  • Assist with preparation for annual audits.
  • Set up a close out plan for the project.
  • Any other duties as may be assigned.

Selection Criteria:

  • Bachelor’s degree in Accounting or Business Administration and CPA (K).
  • A minimum of three years of demonstrated experience in the accounting/finance/administrative area.
  • Knowledge of the international development funding arena desirable.
  • Aptitude for understanding complex regulations and monitoring financial transactions and documentation for compliance.
  • Familiarity with Europe AID projects, excellent oral, written communications, and problem solving ability.
  • Excellent computer skills, including advanced Excel skills and experience with automated accounting systems.
  • Accuracy and attention to detail.
  • Cross cultural sensitivity.
  • Strong e-mail communication skills, ability to write in a manner sensitive to cultural differences, and provide clarity to staff where English is not the primary working language of the project.

The Position: The Accounting assistant will report to the Country Finance Specialist and will support the Finance Unit in implementing CIP’s organizational mission through efficient and effective accounting and financial management. This position will primarily assist in the preparation of payments and clearing accounts payable balances. It requires broad understanding of program implementation and cross cultural people skills. This position will be based in Nairobi, Kenya.

Duties and Accountabilities:

  • Receive and record invoices in the invoice register & check them for consistency and accuracy according to CIP guidelines and policies;
  • Prepare payments and ensure safety of financial resources;
  • Ensure appropriate supporting documents for transactions including receipts, invoices, contracts are attached;
  • Ensure that payment requests are properly approved and that payments are effected within CIP SSA turn-around time;
  • Record financial transactions following proper classification of accounts and cost centre in the documents, and hand them over the general ledger accountant for posting;
  • Reconciling and management of VAT accounts to ensure invoices with VAT are ready for processing the Exemption certificate;
  • Ensure all bills are posted according to the period of the service provided (Utility Bills, Rentals, IT, Facilities) monthly;
  • Management of overdue suppliers accounts to ensure all outstanding bills are reconciled and paid in time;
  • Ensure all payments are filed sequentially and stamped PAID in readiness for Audit;
  • Ensure financial transactions are carried out in accordance with the Center’s financial and administrative policies and procedures and Maintain detailed and accurate records for all financial transactions;
  • Ensure and support in the maintenance of a good filing system.

Selection Criteria:

  • Minimum of CPA / ACCA Part 2;
  • A minimum of three years of demonstrated experience in the busy accounting office;
  • Aptitude for understanding complex regulations and monitoring financial transactions and documentation for compliance;
  • Excellent computer skills, including knowledge of UNIT 4 Agresso Business systems;
  • Accuracy and attention to detail;

The position: The M&E Research Assistant will be based in Eldoret and will report to the Root Crops value chain leader of the larger Accelerated Value Chain Development (AVCD) project. The principal tasks and responsibilities will include, but not limited to the following:

Key Responsibilities:

  • Support the implementation of the AVCD (potato value chain component) M&E plan;
  • Design and implement a beneficiary tracking database system to collect and manage M&E data;
  • Train project partners on the implementation of the monitoring system, in particular the use of data forms and reporting formats, and provide ongoing coaching support through regular site monitoring visits for quality control and timely problem solving;
  • Coordinate with project implementing partners to document and report qualitative data to measure gendered impacts;
  • Participate in selected operational research activities and surveys;
  • Participate in regional M&E meetings and other program-level activities;
  • Document good practices, lessons learned trends, cross-cutting policy and implementation issues, among others;
  • Contribute to preparation of research articles and scientific reports jointly with CIP staff and project research partners;
  • Carry out M&E and survey data analysis and report writing.

Selection Criteria:

  • Master’s degree in Agricultural Economics, Agricultural and Applied Economics, Monitoring and Evaluation, or related field. Degree in other social science or public health with strong quantitative skills will be considered;
  • Additional training in M&E methodologies and quantitative and qualitative assessment methods;
  • Minimum of 3 years’ experience working in a related position in an international research or development organization;
  • Direct experience in designing and implementing project M&E systems from project initiation to closeout stages;
  • M&E experience with USAID project an asset;
  • Very strong skills in statistical analysis, sampling methodology, and data collection and analysis;
  • Very strong oral and written communication skills required;
  • Ability to serve as the project liaison person for diverse implementing partners;
  • Willingness to spend considerable time working under field conditions in rural Kenya.

Contexte

Considérée comme l’un des pays les plus pauvres au monde, la République centrafricaine (RCA) traverse actuellement la crise humanitaire la plus grave depuis son indépendance en 1960. Depuis mars 2013, les changements de régimes qui se sont succédés ont contribué à une escalade des violences intercommunautaires en RCA, multipliant les violations des droits de l'homme, les déplacements massifs de population, la destruction de biens et la perte des moyens de subsistance pour la population.

A cet égard, le Comité permanent inter-organisations hisse la crise centrafricaine au niveau 3 de l’urgence humanitaire, ce dernier étant le plus élevé.

La RCA compte aujourd’hui plus de 2,7 millions de personnes ayant besoin d’assistance, soit quasiment la moitié de la population globale. Les besoins prioritaires regroupent la nourriture, les soins de santé, l'eau, l'assainissement et l'hygiène, les abris mais également les articles ménagers de première nécessité. Si les besoins humanitaires augmentent, les affrontements réguliers rendent difficile l’accès aux populations dans le besoin, et donc le travail des organisations humanitaires sur place.

Fin mars 2016, le bilan humanitaire reste préoccupant ; 420 231 personnes étant toujours déplacées, tandis que 454 839 personnes auraient rejoint les pays voisins (Cameroun, Congo, Tchad, RDC) depuis décembre 2013.

Faisant face à la volatilité du contexte sécuritaire, la MINUSCA, opération multidimensionnelle des Nations Unies, dont les travaux sont appuyés par les éléments Sangaris, est notamment en de charge de la protection des civils, de la facilitation de l’aide humanitaire et du soutien au processus de transition. Depuis le début de l’année 2016, la MINUSCA a entamé son programme de démobilisation, désarmement et réinsertion (DDR) afin d’appuyer le renforcement des capacités des autorités locales. Les forces Sangaris se désengagent progressivement au profit des forces armées centrafricaines et se recentrent sur la ville de Bangui.

Les élections présidentielles, dont le deuxième tour s’est tenu le 14 février 2016 ont amené Faustin-Archange Touadéra au pouvoir. Sa victoire a été reconnue publiquement par son adversaire Anicet-Georges Dologuélé. La composition du nouveau gouvernement indique que le président semble déterminé à tenir les promesses faites à la minorité musulmane puisque 4 des 23 ministres qui le composent sont issus de cette minorité.

Présentation de la mission

Triangle G H a débuté son action en RCA en 2007 pour soutenir les réfugiés du Darfour, dans la préfecture de la Vakaga. Aujourd’hui, l’association intervient en Vakaga dans les secteurs de la sécurité alimentaire, et de l’éducation. Triangle G H reste ainsi l’une des deux seules organisations humanitaires présentes de manière continue dans cette région marginalisée et excentrée. Les projets qu’elle met en œuvre dans la préfecture sont notamment financés par le CHF (Common Humanitarian Fund des Nations-Unies), l’UNICEF ainsi que le Comité Interministériel de l’Aide Alimentaire.

Parallèlement, l’association s’impose depuis 2011 comme l’un des acteurs humanitaires majeurs de la préfecture de la Ouaka, où elle mène différents projets dans les secteurs de la sécurité alimentaire et du développement rural, de l'eau, de l'hygiène et l'assainissement (EHA) et de l'éducation. Surtout, elle assure aujourd’hui une assistance d’urgence aux populations déplacées et aux communautés hôtes dans la ville de Bambari, dans l’ensemble des camps de déplacés autour de Bambari ainsi que dans les villes de Grimari et Ngakobo. Les projets que Triangle G H met actuellement en œuvre sont appuyés par des partenaires financiers tels que ECHO, la FAO, l’AFD, le PAM, UNICEF ou encore EuropeAid.

A Bangui, où le phénomène des enfants des rues (EDR) connait une progression alarmante, les services de l’antenne mobile mis en place depuis 2014 par Triangle G H garantissent aux enfants un accès à des services socio-éducatifs et médicaux de base, et participent au processus de réunification familiale et de placement en famille d’accueil. Triangle G H assure la protection des enfants des rues par la mise en place d’un dispositif de prévention des abus à leur encontre, financé par UNICEF.

La mission est financée à hauteur de 3.5 millions d’euros. L’équipe actuelle est composée d’une quinzaine de personnels expatriés, d’environ 100 personnels nationaux, répartis sur les différentes bases opérationnelles (Bangui, Bambari).

Projets de sécurité alimentaire actuellement mis en œuvre

  • Projet financé par l’AFD en consortium avec la Croix Rouge française : « Programme intégré de réduction des causes et effets de la malnutrition en faveur des populations vulnérables dans les sous-préfectures de Bambari et Berberati» - Budget de 630 000 Euros – Préfecture de la Ouaka.

  • Projet financé par le PAM « Distribution de vivres dans les camps de déplacés de la préfecture de la Ouaka, République Centrafricaine » - Budget de 250 000 Euros – Préfecture de la Ouaka.

  • Projet financé par le CIAA : « Pour renforcer la sécurité alimentaire dans la Vakaga ». – Budget de 150 000 Euros – Préfecture de la Vakaga.

  • Projet financé par le CIAA : « Améliorer le niveau de sécurité alimentaire dans la préfecture de la Vakaga » - Budget de 400 000 Euros – Préfecture de la Vakaga.

Poste

Le Coordinateur Sécurité Alimentaire assure la coordination des projets de Sécurité Alimentaire mis en œuvre par Triangle G H dans les préfectures de la Ouaka et de la Vakaga avec des déplacements réguliers dans la Ouaka et éventuels dans la Vakaga selon la situation sécuritaire.

Le Coordinateur Sécurité Alimentaire travaille sous la responsabilité du Chef de mission. Il/elle supervise l'équipe sécurité alimentaire en Vakaga et le chef de projet sécurité alimentaire basé à Bambari. Il/elle assume les responsabilités suivantes :

Appui opérationnel aux projets en cours

  • Superviser et suivre la mise en œuvre des activités de sécurité alimentaire dans les zones d’intervention (Ouaka, Vakaga et Bangui)

  • Assurer une veille sur la situation de sécurité alimentaire dans les zones d’intervention

  • Coordonner les distributions de moyens de productions (semences, outils, produits vétérinaires)

  • Coordonner les formations techniques (production agricole, élevage, moyens d’existence)

  • Accompagner et apporter un soutien technique aux équipes terrain

  • Elaborer et mettre en œuvre des outils de gestion et de suivi appropriés pour l’ensemble des activités sécurité alimentaire

  • Renforcer les capacités techniques des équipes de sécurité alimentaire locales via des formations sur la bonne conduite des activités et le suivi régulier de leurs mises en œuvre

  • Mettre en œuvre le planning général mission sur le secteur sécurité alimentaire en lien avec les équipes terrain

Veille technique et opérationnelle

  • Assurer un suivi technique des pratiques agricoles locales et une réflexion quant à leurs possibles améliorations

  • En partenariat avec le reste de l’équipe, développer et dynamiser les actions de Triangle G H dans les zones d’intervention.

  • Entretenir un lien avec les autres acteurs locaux et internationaux et rechercher des synergies avec leurs projets

  • Entretenir un lien régulier avec les bailleurs concernés par la sécurité alimentaire

  • Participer au cluster Sécurité Alimentaire

Reporting

  • Participer à la rédaction de la partie sécurité alimentaire du rapport de coordination interne

  • Participer à la rédaction des propositions de projets de sécurité alimentaire

Représentation et coordination externe

  • Entretenir et développer de bonnes relations de travail ainsi qu’une bonne visibilité de l’association auprès des autorités civiles et des autres acteurs humanitaires (agences de l’ONU, ONG)

  • Représenter l’association dans les réunions de coordination admin inter-ONG

Coordination interne

  • Participer aux réunions de coordination interne à la mission et proposer des adaptations pertinentes vis-à-vis du fonctionnement général de la mission.

Ces responsabilités pourront être revues en fonction des évolutions des besoins sur le terrain.

Conditions de travail, de vie et de sécurité

Le contexte sécuritaire instable et volatile impose le respect de règles de sécurité parfois contraignantes. Les déplacements sur le terrain sont possibles mais nécessitent une analyse préalable, et les déplacements en ville ne sont en général pas sujets à restriction, sauf tension en ville. Triangle G H est un acteur humanitaire connu et apprécié dans la zone.

A Bangui, les expatriés disposent de chambres individuelles dans deux maisons partagées situées sur une concession où se trouve également le bureau. Une connexion wifi est disponible sur toute la base.

Sur Bambari, Triangle G H dispose d’une grande concession bureau-base de vie sécurisée en bordure de la rivière Ouaka. Chaque expatrié dispose d’une chambre individuelle. L’électricité est fournie par un générateur durant les heures de travail, et un système de batterie auxiliaire permet d’alimenter les soirées et weekends. Une connexion wifi est disponible sur toute la base, et le réseau téléphonique est fonctionnel dans la zone urbaine de Bambari.

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. Triangle G H is currently operating in 11 countries in Africa, Asia and the Middle East.

Presentation of the mission

TGH is present in Sudan since September 2003, and opened its first project for the victims of the Darfur crisis in one of the IDPs camp in West Darfur (Riyad camp of Geneina) in June 2004. TGH has since extended its activities in West Darfur and Central Darfur, implementing its projects through 4 operational bases (Geneina in West Darfur; Bindizi, Um Dukhun and Zalingei in Central Darfur). All projects are coordinated from Khartoum main office. TGH currently works in the fields of water and sanitation, hygiene promotion, NFIs, food security and livelihood.

TGH’s strategy in Darfur consists in shifting gradually and where appropriate to more development-oriented programming, while maintaining the capacity to provide humanitarian assistance when needed.

Ongoing operations include:

  • The strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities and targeted food distribution.

  • Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management.

  • Emergency assistance to people affected by population displacement and natural disasters (provision of Non Food Items- NFI, safe water facilities, emergency sanitation and hygiene promotion for disease control).

TGH is currently funded in Sudan by a set of different donors: IOM(OFDA), UNHCR, UNICEF, UNDP, ECHO, EUROPEAID, SHF and CIAA.

Job description

Under direct supervision of the HQ-based Desk Officer, the Country Director has overall responsibility for TGH’s operations in Sudan, and the mission’s 95 staff. He/she directly supervises 2 expatriate coordinators (administration and program) and 2 national coordinators.

The main responsibilities include:

General supervision of the mission

  • Represent TGH in Sudan, in particular with national authorities, national project partners, donors, humanitarian coordination mechanisms, UN agencies and other INGOs
  • Ensure compliance with Sudanese laws, procedures and regulations applicable to the INGOs working in the country
  • Ensure an appropriate level of visibility of the organization with the national and local authorities, as well as with donor representatives in the country
  • Monitor and analyze the political, humanitarian and socio-economic context
  • Based on this analysis and in collaboration with Headquarters, contribute to the mission’s strategy, the identification of funding opportunities, and the design of new projects
  • Ensure efficient internal coordination at mission level and with HQ
  • Ensure efficient distance management between Khartoum and Darfur bases

Programs

  • Ensure overall coordination, follow-up and quality of 10 ongoing projects over 4 bases in West and Central Darfur (Geneina, Zalingei, Bindizi, Um Dukhun)
  • Support the Program Coordinator in the implementation and follow-up of the activities as necessary
  • Coordinate the production of quality and timely donor reports (narrative and financial)

Fundraising

  • In coordination with the HQ-based desk officer and technical advisers, identify and actively pursue new funding opportunities
  • Coordinate and/or conduct assessment and exploratory missions

Security management

  • Monitor the national and Darfur contexts, and maintain regular communication with HQ
  • Oversee the regular updating of the mission’s security, evacuation and medical plans
  • Ensure in particular that internal guidelines on field trips to Darfur are regularly reviewed, adapted to the context and strictly enforced
  • Ensure that TGH is fully included in the existing security information and coordination mechanisms, such as UN and French Embassy
  • Manage security incidents and crises, in coordination with HQ

Human resources and support departments

  • Plan and participate in the recruitment of expatriate staff
  • Ensure performance management for staff under direct supervision according to the internal guidelines
  • Ensure the full respect of Triangle G H’s administrative, financial and logistics procedures
  • Supervise the implementation and periodic review of TGH’s national HR policy and strategy, in collaboration with the Administrative Coordinator and the HQ-based HR department

Security, working and living conditions

Based in Khartoum, the Country Director will perform regular short-term missions to Darfur bases. Security situation in Darfur is very variable from place to place and period. Field-visits are authorized when security conditions allow it. The movements to the field-bases are ensured by UNHAS.

Security conditions in Khartoum are globally good with no particular movement restrictions.

Health risks are limited and there is little prevalence of malaria or other diseases in Khartoum. Quality medical services are fully available in Khartoum.

The mission in Khartoum has an office/ guesthouse of a significant size (4 floors) providing adequate separation of work and living space. Individual accommodation in TGH is optional (TGH’s contribution). Communication means are good (efficient internet, international phones).

Khartoum enjoys a lot of different places for extra-professional activities: markets (souk), swimming pools, gardens, access to cultural sites out of Khartoum. The social life is rather rich. International schools are available.

There are daily flights to regional and Europe destinations and expatriates go out of the country every 3 months for breaks.

  • At least three years of experience with a humanitarian NGO in a coordination position

Job description

Under the supervision of the Country Director, the Head of Programs supports him/her on the overall implementation of the programs in Darfur, requirements definition, writing grant applications, planning, defining strategies and reporting to donors.

He/she supervises the overall work of the program team ensuring program development and quality and timely implementation of all the organization projects in Sudan. He/she is the direct line manager of the WASH and NFI&Shelter program manager and the Food Security&Livelihoods program manager (national staff).

He/she provides direct supervision and support to the operational and overall functioning of the mission within 4 bases in Central and West Darfur in coordination with TGH program and support staff.

In direct collaboration with the Country Director, the sector program managers and the support services departments, the main responsibilities are:

Program management

§ Lead programming for the TGH mission in Sudan, ensuring program quality through strategy development and participatory program design in close collaboration with the Country Director, the Program team and the national partners.

§ Develop and adjust strategies for emergency, recovery and rehabilitation programming based on thorough humanitarian context analysis, TGH and partner capacities, resource availability and coordination with the sector and government line ministries.

§ Work with the Country Director the Program team and the national partners to prepare concept papers and grant proposals as well as mobilizing funds.

§ Support the Program Team in the implementation of operations and monitoring of progress on project indicators and outcomes, ensuring compliance with donor’s requirements and sector standards.

§ Manage program budgets and ensure spending is consistent with resources available, donor commitments and co-funding requirements in coordination with the Administration Coordinator.

§ Contribute to the improvement of comprehensive program monitoring systems ensuring that monitoring data are feed into management decisions and used in program management.

§ Conduct field visits to West and Central Darfur for program monitoring and capacity building of field teams and partners.

§ Prepare or assist program staff to prepare regular program reports for donors and partners as required. Ensure timely information exchange of emergency operations. Respond to internal and external requests for reports and information about programs.

§ Exchange information and technical support with headquarters WASH and FSL Technical Department Referents and the sector partners (clusters) in Sudan ensuring compliance with sector standards and best practices.

§ Ensure regular program coordination with donors, including provision of regular project updates, preparation of modification requests and preparation of donors monitoring visits.

§ Ensure program coordination and complementarity with OCHA, UNHCR, UNICEF, FAO,WFP, government line ministries, INGOs and NNGOs.

§ Contribute to the identification and development of partnerships providing an added value for Sudan programs and support program team in effective partnership management.

§ Contribute to relevant Protection, Gender and Environmental issues mainstreaming in Sudan programs.

§ Evaluate program quality, including documenting best practices and lessons learned from Sudan programs and ensuring these are considered in program design.

Staff management

§ Supervise directly the Food Security & Livelihoods Program Manager and the WASH and NFI&Shelter Program Manager and other team members as required.

§ Adapt tasks and responsibilities allocation within the Program team to accommodate program requirements or specific situations.

§ Identify capacity building needs for staff and partners involved in the response. Take the lead on coordinating any formal or informal training for the Program Team and partners.

§ Provide direct support to the Program team through training sessions and appraisals.

Representation

§ Support the Country Director in the representation of the TGH Sudan. Acts as acting Country Director in his/her absence.

§ Represent TGH in UN cluster meetings, government coordination meetings and other programming forums in Sudan, along with the sector program managers when relevant and/or the Country Director.

§ With the Country Director, maintain fluid relationships with the donor agencies and supports the follow-up of funding opportunities for TGH Sudan programs.

§ With the Country Director, contributes to programs complementarity and synergies by maintaining fluid relationships with international and local organizations, specifically those working in same geographical areas and sectors.

General support to the mission

§ Safeguard that conduct and work of the Program Team respects core humanitarian values of humanity, independence, neutrality and impartiality.

§ Contributes to the respect of security measures applied by the Country Director.

§ Supports the implementation of internal procedures in coordination with the Administration, Finance and the Logistics Coordinators

§ Supports internal improvement processes. Contributes to knowledge and information sharing within the INGO team.

  • Experience in managing emergency and early-recovery operations in challenging security environments and understanding of the humanitarian environment (standards, stakeholders and mechanisms).
  • Experience in grants management and knowledge of procedures of main donor agencies: ECHO, European Union, OFDA, DFID, AFD, UN Agencies or others.

· Practice in designing M&E systems, tools, quality data collection, analysis and use of M&E data for program decision making.

  • Ability in successful team management and capacity building

Créée en 1994, Triangle Génération Humanitaire, association française de solidarité internationale basée à Lyon, élabore et met en œuvre des programmes d'urgence, de réhabilitation et de développement dans les domaines de l'eau, de l'hygiène et de l'assainissement, du génie civil, de la sécurité alimentaire et du développement rural, du socio-éducatif et du psychosocial. TGH travaille actuellement dans 11 pays d’Afrique, d’Asie, d’Europe et du Moyen-Orient.

Contexte

Considérée comme l’un des pays les plus pauvres au monde, la République centrafricaine (RCA) traverse actuellement la crise humanitaire la plus grave depuis son indépendance en 1960. Cette situation est en partie la cause, mais aussi la conséquence, de la faiblesse de l’Etat et de l’instabilité politique chronique, souvent à base ethnique, qui secoue régulièrement le pays.

Depuis mars 2013, les changements de régimes qui se sont succédés ont contribué à une escalade des violences intercommunautaires en RCA, multipliant les violations des droits de l'homme, les déplacements massifs de population, la destruction de biens et la perte des moyens de subsistance pour la population. A cet égard, le Comité permanent inter-organisations hisse la crise centrafricaine au niveau 3 de l’urgence humanitaire, ce dernier étant le plus élevé.

La RCA compte aujourd’hui plus de 2,7 millions de personnes ayant besoin d’assistance, soit quasiment la moitié de la population globale. Les besoins prioritaires regroupent la nourriture, les soins de santé, l'eau, l'assainissement et l'hygiène, les abris mais également les articles ménagers de première nécessité.

Faisant face à la volatilité du contexte sécuritaire, la MINUSCA, opération multidimensionnelle des Nations Unies, dont les travaux sont appuyés par les éléments Sangaris, est notamment en de charge de la protection des civils, de la facilitation de l’aide humanitaire et du soutien au processus de transition. Depuis le début de l’année 2016, la MINUSCA a entamé son programme de démobilisation, désarmement et réinsertion (DDR) afin d’appuyer le renforcement des capacités des autorités locales. Les forces Sangaris se désengagent progressivement au profit des forces armées centrafricaines et se recentrent sur la ville de Bangui.

Les élections présidentielles, dont le deuxième tour s’est tenu le 14 février 2016 ont amené Faustin-Archange Touadéra au pouvoir. Sa victoire a été reconnue publiquement par son adversaire Anicet-Georges Dologuélé. La composition du nouveau gouvernement indique que le président semble déterminé à tenir les promesses faites à la minorité musulmane puisque 4 des 23 ministres qui le composent sont issus de cette minorité.

Présentation de la mission

TGH a débuté son action en RCA en 2007 pour soutenir les réfugiés du Darfour, dans la préfecture de la Vakaga. Aujourd’hui, l’association intervient en Vakaga dans les secteurs de la sécurité alimentaire, et de l’éducation. TGH reste ainsi l’une des deux seules organisations humanitaires présentes de manière continue dans cette région marginalisée et excentrée. Les projets qu’elle met en œuvre dans la préfecture sont notamment financés par le CHF (Common Humanitarian Fund des Nations-Unies), l’UNICEF ainsi que le Comité Interministériel de l’Aide Alimentaire.

Parallèlement, l’association s’impose depuis 2011 comme l’un des acteurs humanitaires majeurs de la préfecture de la Ouaka, où elle mène différents projets dans les secteurs de la sécurité alimentaire et du développement rural, de l'eau, de l'hygiène et l'assainissement (EHA) et de l'éducation. Surtout, elle assure aujourd’hui une assistance d’urgence aux populations déplacées et aux communautés hôtes dans la ville de Bambari, dans l’ensemble des camps de déplacés autour de Bambari ainsi que dans les villes de Grimari et Ngakobo. Les projets que TGH met actuellement en œuvre sont appuyés par des partenaires financiers tels que ECHO, la FAO, l’AFD, le PAM, UNICEF ou encore EuropeAid.

A Bangui, où le phénomène des enfants des rues connait une progression alarmante, les services de l’antenne mobile mis en place depuis 2014 par TGH garantissent aux enfants un accès à des services socio-éducatifs et médicaux de base, et participent au processus de réunification familiale et de placement en famille d’accueil. TGH assure la protection des enfants des rues par la mise en place d’un dispositif de prévention des abus à leur encontre, financé par UNICEF.

La mission est financée à hauteur de 3.5 millions d’euros. L’équipe actuelle est composée d’une quinzaine de personnels expatriés, d’environ 100 personnels nationaux, répartis sur les différentes bases opérationnelles (Bangui, Bambari).

Poste

Le Coordinateur administratif assure le bon fonctionnement de l’administration et la bonne gestion des fonds de la mission et des ressources humaines. Il/elle est le garant du respect des règles et procédures.

Le Coordinateur administratif travaille sous la responsabilité du Chef de mission et en collaboration avec le Chargé de gestion basé au siège. Il/elle supervise directement un administrateur expatrié basé à Bangui et assure un lien fonctionnel étroit avec l’administrateur expatrié basé à Bambari qui est sous la supervision directe du Coordinateur terrain. Il/elle assume les responsabilités principales suivantes :

FINANCE

  • Garantir la bonne utilisation des fonds, en conformité avec les contrats de financement, dans le respect des procédures internes ainsi que des règles des bailleurs de fonds

  • Gérer et suivre l'ensemble des budgets

  • Coordonner et finaliser l’élaboration des nouveaux budgets liés aux propositions de projets

  • Tenir à jour le tableau d’affectation de la mission

  • Etablir les rapports financiers

  • Assurer le suivi des contrats bailleurs et des versements

  • Superviser les dépenses et la tenue de toutes les caisses de la mission

  • Centraliser et vérifier les comptabilités de la mission

  • Gérer l’ensemble de la trésorerie de la mission et préparer les demandes d’approvisionnement

  • Fournir des outils de gestion financière aux chefs de projet, au chef de mission, au siège et aux administrateurs

  • Préparer et accompagner les audits liés aux projets

ADMINISTRATION

  • S’assurer que TGH travaille en conformité avec les lois centrafricaines en vigueur

  • S'assurer du bon archivage des pièces comptables et administratives

  • Etablir et/ou valider administrativement l’ensemble des contrats : contrat d’achat, de prestation de service…

  • Tenir à jour un tableau récapitulatif de tous les contrats (locations, achats, etc.), et assurer leur bon archivage

  • Suivre le bon respect des clauses de contrat par les fournisseurs

  • Participer à l’élaboration des appels d’offre et mettre en place les procédures administratives qui y sont liées

  • Former les équipes administratives à la bonne application de l’ensemble des procédures internes

  • Briefer chaque nouvel expatrié sur l’organisation et les procédures administratives

RESSOURCES HUMAINES

  • S’assurer que la politique RH définie par TGH et l’ensemble des procédures liées aux ressources humaines sont connues et respectées par l’équipe nationale et expatriée

  • S'assurer que le cadre de gestion des ressources humaines respecte le droit du travail centrafricain, et proposer des adaptations si nécessaire

  • Maintenir de bonnes relations avec l’inspection du travail

  • Assurer la mise à jour régulière du règlement intérieur

  • Proposer des adaptations pertinentes à l’organigramme de la mission et contribuer à sa mise en place (définition des profils de postes, etc) en lien avec le chef de mission et l’équipe de coordination.

  • Coordonner l’ensemble des recrutements effectués sur la mission

  • Centraliser les données liées à la gestion du personnel et superviser le suivi des contrats de travail et le paiement des salaires

  • Participer à la mise en place de formation des employés nationaux

  • Soutenir techniquement les chefs de projets et coordinateurs dans la gestion de leurs équipes

COORDINATION INTERNE

  • Participer aux réunions de coordination interne à la mission et proposer des adaptations pertinentes vis-à-vis du fonctionnement général de la mission.

REPRESENTATION ET COORDINATION EXTERNE

  • Entretenir et développer de bonnes relations de travail ainsi qu’une bonne visibilité de l’association auprès des autorités civiles et des autres acteurs humanitaires

  • Représenter l’association dans les réunions de coordination admin inter-ONG

GESTION D’EQUIPE

  • Assurer une bonne coordination et une bonne communication interne, notamment par la tenue de réunions régulières avec l’équipe admin

  • Donner des retours au chef de mission et le cas échéant au chargé de gestion, sur les enjeux et problématiques soulevées par son équipe

  • Assurer la résolution des conflits au sein de l’équipe et tenir informé le chef de mission

REPORTING

  • Contribuer à la rédaction des rapports financiers destinés aux bailleurs

  • Contribuer à la consolidation du rapport mensuel

  • Fournir un reporting régulier au chef de mission

Ces responsabilités pourront être revues en fonction des évolutions des besoins sur le terrain.

Conditions de sécurité, de travail, et de vie

Le contexte sécuritaire instable et volatile impose le respect de règles de sécurité parfois contraignantes. Les déplacements sur le terrain sont possibles mais nécessitent une analyse préalable, et les déplacements en ville ne sont en général pas sujets à restriction, sauf tension en ville. TGH est un acteur humanitaire connu et apprécié dans la zone.

A Bangui, les expatriés disposent de chambres individuelles dans deux maisons partagées situées sur une concession où se trouve également le bureau. Une connexion wifi est disponible sur toute la base.

Profil

  • Expérience d'au moins un an sur un poste d'administrateur en ONG indispensable

The Science Leader will provide intellectual and strategic leadership for the implementation of rigorous social science research contributing to global understanding of root and tuber-based agro-food systems and their contribution to development.

The position: The Science Leader will report to the Deputy Director General for Research and Development and the preferred location is at CIP’s headquarters in Lima, Peru; with frequent international travels in Africa, Asia and Latin America. The purpose of the position is to provide strategic leadership for all aspects of Social Science research in CIP to ensure a stream of high quality and influential science products contributing to deliver CIP’s 2014-2023 Strategy and Corporate Plan (SCP). The Science Leader will provide disciplinary oversight and, mentoring to CIP’s team of social scientists who work in a wide range of projects worldwide as part of the CGIAR Research Programs (CRP’s). The position is part of CIP’s multi-disciplinary Science Leadership Team and is expected to help expand CIP’s global research partnerships and contribute to resource mobilization in support of this work.

Duties and responsibilities:

Science Leadership

  • Provide strategic science leadership for Social Sciences, Nutrition, Innovation Systems and Gender disciplines.
  • Establish CIP as a significant and innovative global partner in Social Science and nutrition research concerned with agro-food systems.
  • Promote interdisciplinary exchange and strategic research planning within CIP and with research partners towards the SCP.

  • PhD in Agricultural Economics, Anthropology, Sociology, Economics or other Social Science discipline.
  • Relevant experience of 10 years as a researcher and research manager, including at least 5 years in a senior role coordinating international research portfolios.
  • Sound knowledge of the international context of food security and social and sustainable development.
  • Sound command of up-to-date quantitative or qualitative research methodologies.
  • Good track record in Social Science research and relevant scientific publications.

Duties and Responsibilities:

Project Management Leadership:

  • Provide management, leadership, and strategic vision in creation of a new Project Management Unit at CIP.
  • Coordinate with Senior Management to create processes and systems to ensure effective project management and implementation across the organization.

The Project: CIP is significantly expanding the Viable Sweetpotato Technologies in Africa (VISTA) project in Mozambique for a further five-year period to scale up the production and utilization of biofortified, nutritious sweetpotato. With support from USAID Mozambique (contingent upon award), the project aims to improve nutrition, food security, and incomes among 80,000 smallholder households in sixteen districts in Nampula and Zambezia Provinces through integrated agriculture-nutrition interventions. The project is part of the Feed the Future program in Mozambique and will specifically contribute to Feed the Future agricultural and nutrition indicators. The project is a partnership between CIP, the Government of Mozambique (GoM), NGOs, local private sector enterprises, and research partners, and emphasizes rigorous monitoring, evidence based management, and learning across this partnership.

The Position:** The Project Manager will be based in Nampula, Northern Mozambique and will report to the CIP Mozambique Country Manager and to CIP’s global Sweetpotato Program Leader. The Project Manager will serve as Chief of Party and will have overall responsibility for all aspects of project implementation and reporting.

Duties and Responsibilities:

· Project Implementation:

Provide management, leadership and strategic vision in all aspects of project implementation. Ensure that project implementation is responsive to communities and partners and aligned with CIP principles, values and strategic plan. Monitor adherence to grant agreement, CIP policies and procedures and relevant external rules and regulations. Select, oversee and advise performance of partners and sub-grantees. Lead the reporting requirement of technical and financial progress and annual reports.

· Coordination and Representation:

Represent the project vis-à-vis USAID, GoM, NGOs, private sector, and research partners. Build and manage strong and productive partnerships with GoM and implementing partners and facilitate learning and knowledge exchange across the entire project partnership. Participate in regular planning and review meetings with USAID and ensure that the project is well understood and highly regarded by the donor and all project partners.

· Reporting and Communications:

As responsible manager for all technical and financial reporting to the donor, ensure timeliness, quality, and responsiveness to donor requests in all areas of reporting. Work with relevant units at CIP Mozambique and in regional and global CIP offices to obtain technical and administrative support as required. In particular, work with the project M&E Coordinator to ensure that monitoring of project indicators is timely and of excellent quality to support progress reporting to USAID/Feed the Future and adaptive management. Promote the project with stakeholders, the donor community, and the general public in Mozambique through sound and innovative communications.

Coordinate with M&E, finance and administration staff to ensure operational systems are in place to support field activities including logistics, procurement, security, administration and human resources. The project is being implemented in Nigeria and Tanzania, to demonstrate how multiple biofortified crops can be scaled up together at country level. The project is led by CIP and is implemented by a consortium partnership of - the International Center for Tropical Agriculture (CIAT), the International Maize and Wheat Improvement Center (CIMMYT), the International Potato Center (CIP), the International Institute of Tropical Agriculture (IITA), HarvestPlus and the Forum for Agricultural Research in Africa (FARA) together with the Governments of Nigeria and Tanzania and national implementing partners.

The position: CIP is seeking to recruit a highly skilled and experienced Seed Systems Resource Person who is enthusiastic about working with our multi-disciplinary team of professionals on a multi-crop (“food basket”) approach project. The Seed Systems Resource Person will facilitate cross-cutting seed systems activities with special focus on orange-fleshed sweetpotato, vitamin A yellow cassava, provitamin A orange maize and high iron beans. The Resource Person will work closely with all seed systems experts to ensure the seed systems component of the project delivers its objectives; and also ensure associated learning materials are aligned to the project objectives and expected results.

The Resource Person will be required to travel to Tanzania and Nigeria and will report to the BNFB Project Manager.

Responsibilities:

Activities will be implemented in the two BNFB project countries (Tanzania and Nigeria).

Seed systems

  • Work with the seed systems experts under BNFB to ensure effective networking, collaboration and communication to facilitate a strategic focus on mainstreaming biofortification into country breeding programs;
  • Work with the seed systems experts to define the terms of reference for seed systems platforms in Nigeria and Tanzania;
  • Act as the ‘secretary’ to the seed systems platform, and ensure that meetings are scheduled regularly by rotating conveners. The platform will provide the opportunity to deliberate on topical cross-cutting seed systems issues, develop implementation strategies, associated work plans and agree on appropriate division of labor. The platform will also provide opportunities for monitoring and learning;
  • Synthesize the respective commodity based seed systems progress reports and develop consolidated seed systems progress reports.

Training and capacity building

  • Provide input to the seed systems partners’ needs assessment exercise and subsequent capacity development response strategy.

Scope of Work:

The Consultant will work closely with CIAT, CIMMYT, CIP, IITA and HarvestPlus and the other consortium partners to coordinate the seed systems activities, synthesize seed systems progress reports and support capacity development activities as called upon.

Duration of Contract:

The Position: The Potato Breeder Scientist will be based in Nairobi, Kenya, in an international research environment, and is also responsible for supporting breeding and capacity building in other African countries. The scientist will seek to combine in novel potato varieties multiple characteristics including disease resistance, stress tolerance, nutritional traits and a range of other characteristics which would benefit producers and consumers. The scientist will be responsible for implementation of a potato breeding program in Africa and for the interactions with critical partners and stakeholders. The incumbent is expected to source new germplasm from a wide range of populations and accessions deriving from advanced breeding lines, landraces, and wild species in collaboration with other members of CIP’s Genetic, Genomics and Crop Improvement team.

A major activity will be the establishment of a germplasm evaluation network with partner institutes of priority SSA countries with the ultimate goal of regular releases of new varieties. By the end of 2015, CIP will have adopted a Publications Policy and a Data Management Policy, Guidelines, and Procedures; these resources, along with the CIP Open Access/Open Data Implementation Plan, detail how the organization intends to move forward to implement Open Access/Open Data.

The Position: The Data Management & Open Access Officer will provide technical guidance and support to researchers to implement Open Access, and Open Data in SSA. The position will also provide recommendations for facilitating the implementation and widespread adoption, which will require supporting significant organizational change efforts as well as improving systems and processes to make it as easy as possible for researchers to make their research openly-accessible according to the FAIR principles – i.e. findable, accessible, interoperable, and re-usable.

The emphasis of the position will be for Data Management for major CIP projects in the sub-Saharan African region. It is anticipated that capacity building and raising awareness will be key areas of focus for this position during the duration of the contract as CIP begins to embed Open Access and Open Data into the project lifecycle and other organizational processes such as M&E and individuals’ performance and evaluation.

This position will report to the Knowledge & Data Manager from Research Informatics Unit (RIU) and the Project Manager for the Sweetpotato Action for Security and Health in Africa (SASHA Project). This position will work closely with members of Communications and Publications (CPAD), the CIP Library, the CIP legal team and the Grants and Contracts units at CIP Headquarters and well as the SASHA Project Manager, the SASHA Senior Knowledge Management Specialist, the SASHA Communications officer, and other project managers and researchers in the region. In addition, this position will serve as a liaison to several CGIAR Knowledge Management, Open Access, and Open Data (KM/OA-OD) communities of practice and will work closely with other KM/OA-OD focal points on Cross-Center initiatives to support Open Access and Open Data.

  • Co-develop a comprehensive, practical and user-friendly suite of workflows and protocols that facilitate research data design, collection, cleaning, storage and sharing at CIP-SSA;
  • Analyze data in order to identify and implement ways to improve potential usage and uptake of CIP research outputs;
  • Designing and supervising creation of flexible and integrated data management systems for multi-disciplinary projects;
  • Organize of training programs for CIP scientists and research support staff on data collection, curation, data quality, archiving & sharing;
  • Monitoring the usage of curated CIP data sets by partners and others to their impact and to prioritize future efforts in data management;
  • Work closely with a wide range of internal and external stakeholder groups to support Open Access/Open Data implementation in a participatory, inclusive, and consultative manner;
  • Contribute to performance evaluations and identify succession planning and development of direct reports.

Selection criteria:

  • Must be a Kenyan citizen;
  • At least a Master’s Degree in Biology, Statistics, Computer Sciences, Information Science, Social Science, biometrics or informatics;
  • At least 3 years of relevant experience working in the design and delivery of knowledge management, information management, or data management programs and services, including several years developing and executing strategic initiatives, preferably within a research organization or international NGO;
  • Demonstrated background developing and implementing initiatives related to open access and/or open data preferred;
  • Strong knowledge and experience with internal and external knowledge sharing and collaboration best practices, processes, and tools and systems;
  • Broad understanding of data management issues including: data collection, data analysis, data integration, long-term data storage and preservation, data quality, and publicly disseminating data;
  • Experience in quality assurance for research data;
  • In-depth knowledge of and experience with data management and statistical analysis software;
  • Experience with management and curation of biological and social science data;
  • Experience with consulting, training and supporting users of informatics applications;
  • Ability to work well as part of a multidisciplinary and decentralized team;
  • Fluency in written and spoken English; excellent writing, editing, and oral communication skills;
  • Working knowledge of French and Portuguese preferred;
  • Available to start the position on 1st September 2016.

Conditions: The employment contract will be for a two-year term (with three months’ probation period) with the possibility of renewal, subject to performance and availability of funds.
