The International Potato Center (CIP) is seeking to recruit a highly skilled, results-oriented Senior Program Assistant to provide overall office administration and financial support for the implementation of the “Building Nutritious Food Baskets” Project.

The Center: CIP is a not-for-profit International Agricultural Research for development with a global mandate to conduct research on potato, sweetpotato, and other roots and tubers and on the improved management of natural resources. Its vision is to emphasize the use of roots and tubers to improve the lives of the poor. CIP seeks to reduce poverty and achieve food security and improve the well-being of poor people in root and tuber farming and food systems of the developing world.

The position: The Senior Program Assistant will be responsible for supporting the Project Manager by monitoring the budget and compiling progress financial reports for the donor. The Senior Program Assistant will help organize regional meetings, events and training workshops. He / She will backstop the efforts of the Program Assistants in Tanzania and Nigeria. This position reports to the Project Manager.

The key responsibilities include the following:

Duties and Responsibilities:

  • Provide administrative and management support to the Project Management Team;
  • Assist with project communications (appointments, reports, booking meeting rooms / venues and equipment, drafting of correspondence for the Project Manager);
  • Coordinate travel arrangements and logistical support - including the handling of travel requests and liquidations, accommodation, and arranging for meals for the project events;
  • Provide support to the Capacity Development and Communications Specialist in the planning and facilitation of training courses;
  • Provide support to the Regional Advocacy Coordinator in planning for regional advocacy events, workshops and meetings;
  • Compile presentations, mailing lists and distribution of project publications;
  • Maintenance of office filing system (manual and electronic) including backup, archiving and storage;
  • Assist in procurement and payment of bills;
  • Handling maintenance of office assets and keeping an inventory of equipment and supplies;
  • Backstopping the country Program Assistants for Tanzania and Nigeria to effectively execute similar duties;
  • Assisting with the preparation of cash position and bank reconciliations and regular financial reporting;
  • Any other duties given by the project leader.

Requirements:

  • At least a first degree in Business Administration, Commerce, Economics or other related discipline;
  • At least CPA section 4 or ACCA level 2;
  • A minimum of 5 years of finance and administration experience in a busy environment;
  • Experience as an executive assistant desirable;
  • Familiarity with grants, contracts and risk analysis;
  • Excellent oral and written communication skills, including the ability to write project and financial reports;
  • A team player accustomed to working with multi-cultural groups;
  • Fluent in English and Kiswahili languages;
  • Willingness to travel.

Conditions: This is a Nationally Recruited Staff position (NRS), based in Nairobi, Kenya with occasional regional travel to support project activities. The employment contract will be for a one-and-a-half-year term (with a three-month probation period) with the possibility of renewal, subject to satisfactory performance and availability of funding.

The International Potato Center (CIP) is seeking an accomplished professional with demonstrated experience in drafting and negotiating funding awards to fill the newly created position of Regional Grants and Contracts (G&C) Manager in order to lead the SSA regional portfolio and support CIP’s driven initiatives and projects.

The position: Regional Grants and Contracts Manager will report directly to the Head of Grants and Contracts in HQ, will have the Regional Director for SSA as co-supervisor, and will be based in Nairobi, Kenya.

Duties and Responsibilities:

The primary objective of this position is to lead the management of SSA Regional Grants and Contracts portfolio; ensuring that projects comply with donor and CGIAR requirements, procedures and guidelines in the post award phases of the CIP project life cycle. The function will build the capacity of CIP field based staff on the subject of G&C compliance.

  • Manage the SSA regional portfolio of awards (donor, prime, sub recipient), MOUs, and CGIAR Hosting Agreements as G&C’s contact point, acting as a representative of the G&C HQ unit, in coordination with the SSA Regional Director, Program leaders, Project Managers and regional staff.
  • Review of all funding and partner award transactions, in collaboration with other functional areas such as program, finance, intellectual property, administration, and/or HR for their approval and signature.
  • Responsible for the drafting, negotiating and approval-for-signature (as defined in the Delegation of authority) of partner sub-recipient agreements and technical collaboration MOUs.
  • Ensures adherence to applicable delegation of authority policies, as they relate to signatory delegation of authority powers and thresholds.
  • Convene with HQ stakeholders in regular meetings to ensure communication on contractual aspects of projects, identify issues requiring action and ensure follow-through on deliverables.
  • Develop and maintain shared learning with HQ and SSA country constituencies regarding G&C.
  • Maintains an up-to-date database and repository of all SSA regional signed awards, MOUs, and HA in OCS.
  • Deliver training for regional or country office staff on a variety of G&C topics.
  • Identify support needs of sub recipients in areas affecting G&C compliance and timely delivery; and contribute to providing training and check-ups;
  • Participate in the development of institutional policies, guidance documents and procedures and in thinking creatively and critically on ways to streamline operating procedures.
  • Support the HQ technical reporting function by ensuring timely follow up with SSA Principal Investigators on submission deadlines and response to donor queries.
  • Participate in project life cycle reviews and meetings on behalf of the G&C SSA function (PNM meeting, startup meeting, closeout meeting).

Selection Criteria:

  • Bachelor’s degree in International Development, business or related field. Preferably with post graduate studies.
  • Relevant eight years of experience drafting and negotiating funding awards, with at least two multinational development organizations. Focus on agricultural research is a plus.
  • Proven expertise of leading large funding initiatives, knowledge of USAID and other donor rules and regulations preferred.
  • Knowledge of USAID ADS Chapter 303 and ADS 308 Awards to Public International Organizations is a plus.
  • Project Management Certification is desirable.
  • Ability to prioritize and manage multiple or tight deadlines and projects.
  • Excellent critical thinking, problem solving and decision making skills.
  • Partnership management skills.
  • Excellent written and spoken communication skills in English.
  • Willingness to travel.

China: Potato Breeder Scientist

The International Potato Center (CIP) is seeking a dynamic and innovative plant breeder to lead potato plant breeding efforts for the CIP-China Center for Asia Pacific (CCCAP).

The CIP-China Center for Asia Pacific– or CCCAP – was established in 2010 and now employs a staff of 10 based in Beijing. CCCAP is a platform for cooperative potato and sweetpotato scientific research for development in China and countries in the Asia Pacific region promoting CIP’s mission in the areas of food security, nutrition and health, and poverty alleviation. It is expected to grow significantly in size and research scope the next few years. With Government of China funding, a new CCCAP research facility in Yanqing (Beijing) has been constructed with 48 fully-equipped laboratory rooms, greenhouses, offices, training and dormitories. It will open in 2017 with initial research operations set to begin the second half of the year and a more robust research program taking shape in 2018. CCCAP is legally registered in China as an intergovernmental organization.

The position: This position will be based in Yanqing (Beijing), China and will report to CCCAP Chief Scientist and co-report to the Crop Improvement Global Leader. He/she will partner with expert teams both within and outside CIP from disciplines such as statistics, genomics, plant physiology, phenomics and crop modelling. The selected candidate will use and support the utilization of genetic and genomic resources, populations and varieties to enhance potato productivity in the main potato producing regions of China, and will contribute to potato breeding efforts in other Asian countries.

Duties and Accountabilities:

  • Provide scientific leadership for potato crop improvement, setting breeding priorities for CCCAP in interaction with the Crop Improvement and other science leaders towards the achievement of CIP’s strategic objectives.
  • Serves as a Principal Investigator and establishes collaborative research with Chinese and other Asian partners related to potato breeding and genetics.
  • Identifies and exploits valuable novel and existing genetic resources relevant for CIP potato breeding efforts in China and Asia Pacific
  • Ensure proper management of projects and financial resources
  • Participate in attracting competitive grants and external funding from a range of public and private donors to implement potato breeding in CCCAP
  • Attract researchers, interns, and visiting scholars to CIP and develop collaborative projects, and provide opportunities for students and breeders to get exposure and expand linkages between national and international agricultural research institutions.

Selection Criteria:

  • PhD in plant genetics, plant breeding or plant physiology with at least 5 years of working experience in potato breeding.
  • Demonstrable experience managing breeding programs, preferably in potato.
  • Good understanding of and experience with current molecular breeding approaches.
  • Experience and knowledge of clonal, polyploid crops is preferred, and a good understanding of issues related to potato seed production and/or research
  • Excellent statistical skills, and experience with statistical software such as SAS, ASREML or GENSTAT.
  • Strong communication, organizational skills and experience managing staff.
  • Excellent written and verbal communication skills in English; advanced knowledge of Chinese is highly desirable.
  • Demonstrable experience in grant/research proposal formulation and fund raising.

The International Potato Center (CIP) seeks a highly talented Reporting, Communication and Knowledge Management Officer to strengthen the efficiency, effectiveness, of CGIAR RTB seed system activities through cross crop and CGIAR center communication and knowledge management.

CGIAR RTB: The CGIAR Research Program on Roots, Tubers and Bananas (RTB) is led by the International Potato Center (CIP) with Bioversity International, the International Center for tropical Agriculture (CIAT), the International Institute of Tropical Agriculture (IITA) and the French Agricultural Research Centre for International Development (CIRAD – also representing other French partners IRD, INRA, Vitropic) and includes a wide spectrum of research for development stakeholders. This collaboration, with its combined scale and capacity, will increase the ability to advance research, share knowledge, and enhance uptake to increase research and development impacts. The purpose of RTB is to exploit the underutilized potential of root, tuber, and banana crops to improve nutrition and food security and foster greater gender equity especially among some of the world’s most poor and vulnerable populations.

The position: The RCKM officer will be based in Nairobi, Kenya. The officer will report to the senior project manager for SASHA sweetpotato seed systems and RTB cluster lead for Quality seeds & access to improved varieties (CC2.1). The principal tasks and responsibilities will include, but not limited to the following:

Duties and Accountabilities:

  • Project management activities:

    • Ensure timely preparation and review of project partner work plans, and budgets;
    • Ensure timely, accurate and comprehensive reporting from partners in the sweetpotato seed systems component on a quarterly basis. Prepare compilation of report analyzing and synthesizing progress on bi-annual basis;
    • Ensure adequate planning, preparation, logistical and implementation arrangements for technical meetings, events, exhibitions;
    • Support yearly planning and reporting of the “Quality seeds & access to improved varieties cluster” activities in the RTB Research Portfolio;
    • Support the seed systems scientists in other activities as requested.
  • Communication and Knowledge Management activities:

    • Ensure monthly distribution of updated information on cluster activities to immediate cluster members, Flagship Project leader, other cluster leaders, and the wider RTB community;
    • Strengthen and coordinate information and knowledge for the RTB seed systems community of practice;
    • Assist in the development and implementation of CKM strategies and activities to support outreach of RTB seed systems outputs to other researchers, practitioners, and potential partners;
    • Assist in the organization of major meetings and events related to the cluster and preparation of minutes;
    • In collaboration with the RTB Communications Office and the regional SSA communications staff coordinate the preparation of summaries, press releases, fact sheets, media kits etc. of key cluster outputs;
    • Facilitate the documentation of cluster experiences, achievements and lessons learned and the sharing of findings with relevant target groups, assisting in the editing of documents and the coordination of any graphics/formatting work;
    • Collaborate with the RTB PSU and data management team in appropriate documentation and archiving of communication and knowledge outputs. Selection Criteria:
    • MSc/MBA in project management, journalism, communication, marketing or a science-related area;
    • 5 to 8 years of professional experience in supporting project management in complex projects, including developing and implementing CKM strategies;
    • Excellent writing and oral communication skills in English, working knowledge of French, Spanish or Portuguese, preferable;

Peru: RTB - Gender and M&E Specialist

The position: The Gender and M&E Specialist will help the RTB Program to widen and monitor the contribution of RTB crops to food security and poverty reduction in ways that equitably benefit rural women and men.

Duties and Accountabilities:

  • Support gender focal points and other scientists in the development of the gender strategy;

Selection Criteria:

  • Post-graduate qualification, preferably PhD, in Sociology, Development Economics, Anthropology, Gender Studies. Publications in relevant fields are desirable
  • Relevant work experience in gender research and mainstreaming of at least 5 years, including fieldwork in Africa, Asia or Latin America
  • Relevant work experience of design of projects or programs and experience with complex M&E systems
  • Experience developing effective partnerships for research
  • Excellent written and spoken communication skills in English
  • Knowledge of Spanish or other languages is desirable
  • Competencies in gender analysis, preferably in the context of agricultural research or natural resource management including both qualitative and quantitative research methods;
  • Familiarity with the principles of gender mainstreaming;

WordPress Website Developer

The position will be remote located. Candidates must be available to commence work on the project by mid-June, with the website finalized by the end of June.

Deliverable: The website is to be independent with its own structure, content and branding (to be provided), however should be installed as a sub-site on the RTB WordPress installation. The CGIAR Gender and Breeding Initiative website will be approximately nine pages of mostly static content, including a blog.

Technical requirements of the website

  • The CMS is Multi-site installation of WordPress, hosted in WP Engine
  • Site must be responsive and provide appropriate versions for a variety of screen sizes
  • Dependency on plugins must be kept to a minimum. Paid, supported plugins must be prioritized over free, non-supported ones.
  • Provide rules for each site documentation, tags, categories
  • Design different templates for content categories

Duties and Responsibilities:

Coordination of research and development activities

  • Build and manage a strong and productive partnership across the participating CGIAR centers, ensuring fair and equitable participation.
  • Provide quality control of work plans and ensure that overall research priorities, technology dissemination and delivery goals are well understood and effectively met across the multi-institutional partnership.
  • Establish flexible and accountable processes for timely planning and delivery of research and development activities, including technology dissemination, and reporting.
  • Provide intellectual leadership for the design and implementation of operational research to determine opportunities and constraints for agricultural innovation in project target areas.

Reporting and Representation

  • As responsible manager for all technical and financial reporting to the donor, ensure timeliness, quality, and responsiveness to donor requests in all areas of reporting.
  • Work with relevant units at CIP Malawi and in regional and global CIP offices to obtain technical and administrative support.
  • Work with the M&E staff to ensure that monitoring of project indicators is timely and of excellent quality to support adaptive management.
  • Represent the project vis-à-vis GIZ, EU, GoM, and research partners.
  • Participate in regular planning and review meetings with GIZ and EU and ensure that the project is well understood and highly regarded by the donor and all project partners.

Project Management

  • Provide management, leadership and strategic vision in all aspects of project implementation.
  • Ensure that project implementation is responsive to communities and partners and aligned with CIP’s principles, values and strategic plan.
  • Work with administrative and finance units at CIP and other CGIAR partners, oversee the development of sub-agreements and works plans.

Education and Experience:

The position: Grants and Contracts Consultant will report directly to the Head of Grants and Contracts in HQ, will have the Regional Director for SSA as co-supervisor, and will be based in Nairobi, Kenya. The position will be on a temporary approximate 3.5-month fixed term consultancy contract.

Duties and Accountabilities: The primary objective of this position will be to manage SSA specific assigned Regional Grants and Contracts portfolio; ensuring that projects comply with donor and CGIAR requirements, procedures and guidelines in the post award phases of the CIP project life cycle.

  • Assist with the management of the SSA regional portfolio of awards (donor, prime, sub recipient), MOUs, and CGIAR Hosting Agreements as G&C’s contact point, acting as a representative of the G&C HQ unit, in coordination with the SSA Regional Director, Program leaders, Project Managers and regional staff.
  • Support the review of all funding and partner award transactions, in collaboration with other functional areas such as program, finance, intellectual property, administration, and/or HR for their approval and signature.
  • Support the drafting, negotiating and approval-for-signature (as defined in the Delegation of Authority) of partner sub-recipient agreements and technical collaboration MOUs.
  • Ensures adherence to applicable delegation of authority policies, as they relate to signatory delegation of authority powers and thresholds.
  • Participate in meeting with HQ stakeholders to ensure communication on contractual aspects of projects, identify issues requiring action and ensure follow-through on deliverables.
  • Maintain an up-to-date database and repository of all SSA regional signed awards, MOUs, and HA in OCS.
  • Support the HQ technical reporting function by ensuring timely follow up with SSA Principal Investigators on submission deadlines and response to donor queries.
  • Participate in project life cycle reviews and meetings on behalf of the G&C SSA function (PNM meeting, startup meeting, closeout meeting).

Selection Criteria:

  • Bachelor’s degree in International Development, business or related field. Preferably with post graduate studies.
  • Relevant eight years of experience drafting and negotiating funding awards, with at least two multinational development organizations. Focus on agricultural research is a plus.
  • Proven expertise of leading large funding initiatives, knowledge of USAID and other donor rules and regulations preferred.
  • Knowledge of USAID ADS Chapter 303 and ADS 308 Awards to Public International Organizations is a plus.
  • Project Management Certification is desirable.
  • Ability to prioritize and manage multiple or tight deadlines and projects.
  • Excellent critical thinking, problem solving and decision making skills.
  • Partnership management skills.

The Assignment: Working in close collaboration with county governments, CIP supports potato marketing cooperatives and seed multipliers to develop into functioning businesses through the Accelerated Value Chain Development (AVCD) project, potato value chain.

Under the AVCD project, the Consultant will be responsible to develop training modules and train potato cooperative members and seed multipliers in basic business skills to manage their enterprises, and support them to develop business plans. The assignment is to cover skills specific to each enterprise: cooperative or seed multiplier, including costing production, projecting income, managing revenue, marketing, and group collection centers and input sourcing.

The responsibilities of the assignment are to:

  • Consult with project staff on the business skills to develop among the potato cooperatives and seed multipliers;
  • Develop and submit a business skills training module covering general skills, and those specific to potato cooperatives and to seed multipliers;
  • Develop and submit a training plan to deliver the training modules and support business plan development;
  • Deliver the training as per the training plan;
  • Support the potato cooperatives and seed multipliers to finalize their business plans;
  • Submit the business plans;
  • Submit a final brief report describing the training and observations with clear reference to which skills were developed, and the follow up for CIP and project partners to ensure the training is put into practice.

The successful Consultant will have:

  • In depth understanding of the business/accounting capacities needed to develop farmers and agricultural cooperatives into professional businesses;
  • Proven experience training farmers and cooperatives in business skills, specific experience with farmers involved in seed production as a business is an asset;
  • Excellent writing and communication skills.

Conditions: The consultancy contract will be for the duration agreed upon to prepare the training module, deliver the trainings and finalize business plans. The number of days will be determined upon finalizing the training plan.

The Position: The M&E Specialist will be responsible for the design, development and implementation of the overall M&E system, as a critical function to support the effectiveness of the project towards achieving major R&D goals in environmental conservation and climate change. The M&E functions will cover work to be implement as part of CIP’s responsibilities in the project as well as those of key partners.

A strong focus of the position will be to identify and suggest actions to ensure benefits of the program reach several diverse social groups, including women and men, youth and indigenous populations. He or she will be inventive and innovative in finding novel ways to efficiently collect, analyze and communicate disaggregated quantitative and qualitative data to inform and orient the project’s work.

This position will be based in the Amazonian Region and will involve work in Latin America, with focus on the target counties of the project (Peru, Brazil and Colombia), and occasional travel to other countries and regions as required. The M&E specialist will form part of CIP’s Project Management Unit (PMU), and will report to the Head of the PMU.

Duties and Responsibilities:

Working closely with other project staff in CIP and in other participating institutions, the M&E specialist will be the responsible for the design and implementation of project monitoring and evaluation systems, including:

· Develop and maintain the project M&E plan based on results framework, related indicators and annual plan of work;

· Support the design, development and implementation of an M&E platform supporting planning, monitoring, reporting, learning and evaluation processes;

· Support the development and dissemination of training materials for the use of the M&E platform.

· Design and implement harmonized data collection tools for different level of indicators across project activities and institutions;

· Facilitate the integration of disaggregated data in the planning, monitoring, evaluation and budgeting process;

· Training of project team members and partners on the M&E platform and the use of data collection tools developed to facilitate their adoption and proper use;

· Conduct regular validation of data reported by project team members and partners;

· Regularly prepare consolidated monitoring reports at required project levels and provide timely M&E information as input for project staff to develop specific recommendations for corrective actions of the project;

· Coordinate and promote the use of qualitative and quantitative evaluative approaches for M&E.

· Post-graduate qualification, at least at M.Sc. level, in fields such as International Development, Environmental and Earth Sciences and Engineering, Geography, Forestry, Climatology, Anthropology, Agricultural Economics, or Gender Studies. Publications in relevant fields are desirable.
