Presentation of TGH

"Actor in a sustainable and shared solidarity"

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 11 countries in Africa, Asia, Europe and the Middle East.

Context

During the year 2014, the humanitarian situation in Iraqi Kurdistan further deteriorated. For many months, Iraq has been plunged into an armed conflict opposing Iraqi and Peshmerga forces to jihadist fighters of the Islamic State. The conflict caused over 11,000 civilians casualties in 2014, and resulted in massive displacements of populations fleeing conflict zones. Currently 2.6 million Iraqis are still displaced within the country among which more than a million are located in the Kurdistan region of Iraq (KR-I). This comes in addition to the 240 000 Syrian refugees settled in KR-I, and regularly continuing to arrive.

The Mosul military operation launched in October 2016 and finished in July 2017 has strongly impacted the context leading to an important displacement of populations. Beginning of January 2017, the liberation of large portions of territory previously under ISIS control currently allows the return of IDPs in their original localities. TGH is currently working with IDPs in Bardarash sub-district with ECHO funds and focus for IDP’s out of camp. The return dynamics of the populations, displaced for months, start and increased at the end of School year. TGH is therefore willing to accompany the returnees in their reinstallation process by deploying teams in Fadeliyah and Umar Kapchi. Currently TGH has 2 operational bases in KR-I, one in Erbil and one in Bardarash and soon in Nimrud.

In Erbil, TGH has opened a Learning Center in Daratoo providing non formal education for Syrian refugee children, remedial courses for Iraqi IDP children and psychosocial support for all conflict affected children. In addition, TGH has implemented a Cash For Education Project (May 2016 - August 2017) aiming at avoiding drop out and improving the enrolment of Syrian refugee in primary school. A protection project targeting the same beneficiaries has been implemented in summer 2016, with the setting up of mobile protection units and community multipurpose center in Daratoo.

In Bardarash sub-district, TGH provides Education in Emergencies and Protection services to the IDP community in out-of-camp settings. The Action is implemented through mobile units to better reach the beneficiaries. Additionally, this project includes a preparedness phase to provide emergency assistance to newly displaced children.

The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 11 countries in Africa, Asia, Europe and the Middle East.

Presentation of the mission

TGH worked in Kurdistan from 1995 to 1999 in the education and agriculture sectors to support refugees from Turkey. TGH is officially registered in KR-I and Iraq. In 2013, TGH reopened a mission in Kurdistan and conducted 3 projects in Erbil: WASH in schools, winterization distribution, education and psychosocial support.

Currently TGH has 3 operational bases in KR-I, one in Erbil, one in Bardarash and an office in Dohuk.

In Erbil, TGH is implementing a Cash For Education Project (May 2016 - August 2017) aiming at avoiding drop out and improving the enrolment of Syrian refugee in primary school. A protection project targeting the same beneficiaries is implemented as from summer 2016, with the setting up of mobile protection units and community multipurpose centre in Daratoo.

In Bardarash, emergency projects in education and protection are implemented in the camp and in the sub district, in order to support the IDP population and to provide support to the families newly displaced from Mosul.

In addition to this emergency project, an ECHO funded action is being implemented in the locality to provide protection services and education in emergency to children among IDP, refugee and host communities.

In Rabia area, TGH is currently implementing a food security project aiming at supporting local communities affected by the occupation of the area by Daech. Activities focus on supporting local farmers by providing veterinarian care, distributing animals and feedings.

Despite the war context outside of KR-I, the region is generally safe.

Erbil city is safe, and there are few restrictions of movement within the city. There are restaurants, sport centres, parks, supermarkets. Trips to the countryside are possible at weekends with prior validation by HoM. Security rules may be revised according to the evolution of the context.

Working and living conditions in Erbil are good. Communication means are satisfying (efficient internet, international phones). The office is separated from the guesthouse. The guesthouse is spacious and individual rooms are available for each expatriate. Due to the increase of TGH operation in KRI, the team (including expatriates) has grown, the mission is currently adapting the accommodation to this new situation.

Bardarash is a small city located at 1h15 minutes from Erbil, around 30km from the front line and 30km from Mosul. The security context remains correct. Working and living conditions in Bardarash are good as well.

Recent political events have led to significant context changes (due to the referendum held in September 2017 in the region of Kurdistan). The forces controlling certain parts of Iraq have switched and a relative isolation of KRI has been effective for several weeks (closure of international airports). This dynamic context could lead to evolutions in the coming weeks.

Presentation of TGH

"Actor in a sustainable and shared solidarity"

Born in 1994 from the desire to develop a cross-disciplinary and sustainable expertise, TGH is an International Solidarity Organization designing and implementing emergency, post-emergency and development programmes in collaboration with national and international partners (local CBOs, line ministries) through the identification and mobilization of local skills and resources.

Its action is based on a professional and highly interactive operating mode including several areas of expertise within a comprehensive approach: the programs fall within the fields of water, hygiene and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational and psychosocial (Protection). In 2017, its committed teams operate in 10 countries and manage 43 programs.

Presentation of the mission

TGH worked in Kurdistan from 1995 to 1999 in the education and agriculture sectors to support refugees from Turkey. TGH is officially registered and operational in KRI and Iraq. In 2013, TGH reopened a mission in Kurdistan and conducted several projects in Erbil: WASH in schools, Winterization distribution, Education and psychosocial support. Additionally and more recently, TGH is supporting Iraqi IDPs in three camps of Ninewa Governorate with child protection services and education in emergencies. TGH has also been conducting and still developing livelihood activities towards vulnerable returnee households in rural Tel afar / Hamdaniya districts.

Child protection and support to adolescents

Since 2013 TGH has been supporting IDP/refugee and host communities in urban/out-of-camp settings in Erbil Governorate, providing child protection and education in emergencies activities.

Mosul, captured by Daesh in June 2014, has been officially liberated in August 2017, after 10 months of battle, which lead hundreds of thousands of people to flee the area and to seek refuge in several camps for displaced in the areas under the control of Iraqis and Kurds forces, where TGH is currently providing child protection services. Despite an important level of destruction, in terms of infrastructures as well as for private houses, the population is progressively coming back and the city is slowly coming back to life. In this context, TGH has led a needs assessment in the eastern part of the city, the first to be freed from Daesh influence, and offering as for today a level of relative security allowing us to consider the set-up of stabilization actions. According to representatives from visited neighborhoods, the returnees are coming back despite the lack of basic services, such as access to education. With security and demining, the recovery of basic services is a key factor of the progressive populations’ return and of social and economic recovery. The neighborhoods of Al-Shishan, Al-Mrur, Al-Shikhkiya and Arbajiyah are poor neighborhoods, with an actual estimated population of 3.000 households (including 22% of host community and 62% of displaced, in which 50% come from West-Mosul and wait to be able to rejoin their home). Newly-returned persons represent 16% of the sample, which confirms the return dynamic. Considering the massive destructions and the insecurity in the western part of the city, it’s probable that the cohabitation between host community and displaced persons will continue during the coming months.

TGH’s intervention aims to support all communities, targeting in particular youth and adolescents who have been left out from most of the recent interventions (child protection/education funding focusing mostly on children). A cash for work project will be designed to engage local youth in a cross-community project (rehabilitation of public infrastructure, school etc). A community-based Centre will be set up, proposing activities to youth, supporting vocational training, with the objective to encourage youth engagement in the community, avoiding potential recruitment in armed forces, providing life skills training thereby bridging education gaps, whilst promoting social cohesion and building the resilience of conflict-affect children and youth.
