Presentation of TGH

"Actor in a sustainable and shared solidarity"

Founded in 1994 from the desire to develop a cross-disciplinary and sustainable expertise, TGH is an International Solidarity Organization designing and implementing emergency, post-emergency and development programs in collaboration with national and international partners (local CBOs, line ministries) through the identification and mobilization of local skills and resources.

Its action is based on a professional and highly interactive operating mode including several areas of expertise within a comprehensive approach: the programs fall within the fields of water, hygiene and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational and psychosocial (protection). In 2016, its committed teams operated in 11 countries in Africa, Asia and the Middle East.

Presentation of the mission

TGH worked in Kurdistan from 1995 to 1999 in the education and agriculture sectors to support refugees from Turkey. In 2013, TGH reopened a mission in Kurdistan and conducted several projects in Erbil: WASH in schools, Winterization distribution, Education and psychosocial support. Since 2016, TGH has deployed an emergency response supporting Iraqi IDPs in three camps of Ninewa Governorate (Salamiya 1, Khazer M1 and Nimrud camps) with child protection services. Alongside, TGH is also developing Child Protection and Education in Emergency interventions in returnee villages of Hamdaniya district (Nimrod and Bashiqa sub-districts). . The organization has also been conducting and livelihood activities towards vulnerable returnee households in rural Tel Afar districts, and is today launching a new livelihood project in Tilkaif district. TGH has a sub-office in Nimrud village (Hamdaniya district) for camps and villages operations. More recently, TGH opened a sub-office in Baghdad; and is currently opening one as well in Mosul which will be dedicated to the Mosul / Hamdaniya operations and develop further project in Federal Iraq.

Presentation of the project to support and enhance the resilience of the most vulnerable farmers of Tilkaif sub-District, Ninewa Governorate

The objective of the program funded by CIAA is to implement activities related to livestock and breeding activities in term of animal health. The main activity of this program is the running of a mobile veterinary clinic.

Job description

She / He ensures, under the responsibility of the Head of Mission, the good implementation of the activities during the project implementation and is involved in external coordination.

The main responsibilities include:

Project management

  • She/he ensures the proper implementation, supervision, monitoring, reporting of the project titled « Improve vulnerable and conflict-affected breeder households’ resilience in Tilkaif district, Ninewa Governorate, Iraq ».

Logistics and administration

  • She/he makes sure that logistical, administrative and financial procedures linked to the program implementation are established and alerts her/his superiors if gaps are observed in order that corrective action may be taken.
  • She/he participates in budget follow-up meetings, monitors the efficiency in the implementation of the projects (adequacy between means and resources allocated) and informs the superior in case of gap.
  • She/he assists the logistics department in the preparation of the procurement plan at the beginning of the project and follows the procurement process
  • She/he prepares and monitors the cash forecast related to the project in collaboration with TGH Erbil administrative department.

Internal coordination

  • She/he participates in weekly internal coordination meetings and communicates regularly with the Head of Mission.
  • She/he communicates with the technical referent at headquarters level on the project evolution, the technical problems faced, the potential risks and proposes solutions.
  • She/he contributes to the Internal Coordination Report writing the part dedicated to the project.
  • She/he is involved in providing relevant communication on the project (pictures, video, success stories etc.)
  • Recruitment of the team involved in the project

Representation and external coordination

  • She/he represents the association as required with donors, partners, local authorities (DoEs, Muktars, Mayors etc.) and stakeholders involved in the implementation of the project.
  • She/he especially maintains good relationship with other UN and NGO actors.
  • She/he participates to FSL cluster meeting

Reporting

  • She/he drafts reports on CIAA activities (as required).

Security

  • She/he contributes to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to her/his line manager.
  • She / he strictly follow movement instruction from HoM and coordinates accordingly the project team

Strategy/Project development

  • She/he participates/organises needs assessments according to the needs and mission strategy discussed with headquarters
  • She/he contributes to the development of new interventions based on identified needs, especially linked to the sectors and areas of the projects she/he is coordinating (livelihood, livestock, cash-based interventions, capacity building of University of Dohuk, etc.).
  • She/he analyzes, collects relevant information linked to the FSL situation in the country and identifies key trends in collaboration with her/his colleagues and headquarters.
  • She/he meets with potential local partners (NGOs).

Security, working and living conditions

Despite the unstable political context in Iraq and KRI, the KRI region is generally safe and current TGH areas of operation in Federal Iraq are considered safe.

Erbil city is safe, and there are no restrictions of movement within the city. Much entertainment is available such as restaurants, sport centres, parks, supermarkets, cinema etc. Trips to the countryside are possible at weekends with prior validation by HoM. Security rules may be revised according to the evolution of the context.

Working and living conditions in Erbil are good. Communication means are satisfying (efficient internet, international phones). The office is separated from the guesthouses. Individual rooms are available for each expatriate.

Operations in Dohuk, Suleymaniya are subject to the same security condition as for Erbil. Nimrud sub-office is safe and overnight stays are allowed upon agreement of HoM.

Regular field visits to Mosul and Baghdad are expected for follow-up of office opening and Iraq registration. Security conditions are different from those applied in KRI, and trips must be planned in coordination with HoM.

Presentation of Triangle Humanitarian Generation (TGH)

"Actor of a sustainable and shared solidarity"

Created in 1994, TGH, the French international solidarity association based in Lyon, develops and implements emergency, rehabilitation and development programs in water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH currently works in 11 countries in Africa, Asia and the Middle East.

Context

On April 25, 2015, an earthquake with a magnitude of 7.8 and an epicenter of 77km north-west of Kathmandu hit Nepal. Two weeks after the disaster, on May 12, a second earthquake with a magnitude of 7.3, whose epicenter was located northeast of Kathmandu has also severely affected the country.

In total, following the two earthquakes, 39 districts (out of 75) were impacted. The latest reports show 8,857 dead and more than 16,808 injured. 602,257 houses were destroyed while more than 285,099 were severely damaged. More broadly, it is estimated that about 8 million people have been affected by the consequences of earthquakes. National disaster response capacity has not been sufficient to meet the scale of need, and Nepal has called for international assistance.

Following an exploratory field mission, TGH conducted emergency and post-emergency intervention in villages in Kavrepalanchok district (Bagmati area, central region of Nepal).

Presentation of the mission

The exploratory mission led by TGH made it possible to evaluate the humanitarian situation, to meet and coordinate with the various actors on the spot, as well as to carry out a post-disaster needs assessment in the districts of Bhaktapur, Kavrepalanchok. and Sindhulpalchok. The latter was conducted in collaboration with the local NGO ARSOW-Nepal (Association for Rural Social Welfare), as well as with the Village Developement Committees

A first project "Emergency Support and Economic Recovery Program, Kavrepalanchok District" was conducted with the support of several donors (Fondation de France, Rhône Alpes Region, Rhône Méditerranée Corse and Adour-Garonne Water Agencies). The project focused on several activities in the following areas: WASH, health, food security and economic recovery. The various actions were carried out in the village of Koshidekha and, for some of them, in 2 other villages (Kharelthok and Sarasyunkharka), in partnership with the local NGO ARSOW. Nepal

In parallel, ARSOW-Nepal has implemented (thanks to funding from the Fondation de France) a major emergency project and reconstruction assistance (food distribution and hygiene kits, road repair, reconstruction schools and school latrines, irrigation canals, etc.) in Sindhupalchok District (Integrated Project of Global Reconstruction).

As the first emergency phase is about to end, TGH conducted with its partner ARSOW-Nepal in May 2016 an assessment of the needs that are still present, and mainly on the reconstruction of community infrastructures, on the themes of access to water, hygiene and sanitation, and the social and economic reconstruction of the population.

A second phase of the Integrated Global Reconstruction Project started on 1st September 2016, for a total duration of 36 months. It is part of the continuity of the project set up by ARSOW.

It proposes post-earthquake reconstruction through an integrated approach, ensuring the reconstruction of houses and infrastructure, WASH activities (water, hygiene and sanitation) and support for economic recovery in targeted villages with special attention provided to the most vulnerable.

This new project aims to strengthen the resilience of populations. The implementation of this project will follow a participatory methodology, integrating both the beneficiaries themselves and the government institutions through steering committees.

TGH is the bearer of the project vis-à-vis the donors (Fdf and AFD) and the Nepalese government. The local partner ARSOW-Nepal is in charge of the implementation of the activities is. As such, a capacity building component of our partner is also included in this project.

The population of the four targeted villages (Thangpaldhap, Thangpalkot, Gunsakot and Bothang - each separated by 1 to 2 hours of walking) represents about 17,000 people, of whom about 13,000 will benefit directly from the project.

Job description

The TGH Project Manager (PM) works under the responsibility of the Head of Mission (HoM) and in collaboration with:

· An architect / civil engineer, who will also be based in the field (Thangpaldhap);

· Experts coming from time to time to provide support (admin, log, WASH, food security, etc.);

· ARSOW project coordinator who manages the implementation teams.

The mission of the PM is divided into three essential tasks:

  1. Contribute to the proper implementation of activities in accordance with the provisional timetable;

  2. Build partner capacity (ARSOW-Nepal coordination team in the field);

  3. Ensure the coordination of the project between TGH, ARSOW-Nepal partner, and the local authorities.

  4. Contribute to the proper implementation of activities in accordance with the provisional timetable

The PM will be the guarantor of the implementation of the project in accordance with the objectives of the project, in cooperation with ARSOW-Nepal partner.

He / she will also be responsible for coordinating the ARSOW-Nepal team and the TGH team at the Thangpaldhap base, taking into account that he will be the direct supervisor of the architect / engineer

He / she will coordinate the project internally between the Thangpaldhap and Banepa offices.

He will take part in the drafting of the donor reports.

Project management

ü supervision of stock tracking;

ü supervision and monthly validation of stock monitoring and dissemination to BNP (TGH);

ü supervision and monthly validation of the inventory and dissemination to BNP (TGH);

ü follow up of purchase requests and weekly send a PR follow up to ARSOW BNP log office;

ü validation and monitoring of visibility plans;

ü monitoring of the field safety context and dissemination of information to the HoM

Financial

ü Validation of budget lines in purchase request;

ü validation of budget monitoring (field line);

ü validation of the forecast (field line);

ü validation of the supply request (field line).

Implementation of activities

ü Organization of a monthly meeting with the project managers and a weekly meeting with the ARSOW field coordinator;

ü draft monthly activity monitoring report with indicators and dissemination;

ü monitoring activities in accordance with project objectives and Nepali government requests;

ü capitalization of the documents related to the activities;

ü coordination with stakeholders (national and international);

ü coordination with the auditors appointed by FdF (CraTerre, URD).

  1. Build partner (ARSOW-Nepal) capacity (coordination team in the field);

The responsibility of the TGH PM will be to support the ARSOW Field Coordinator and M&E in their respective tasks while strengthening their capacities (project management, monitoring and evaluation of activities etc.).

ü Development of a field action plan based on ARSOW's overall capacity building action plan;

ü Implementation of the work and communication system proposed by Argon Consulting, consulting firm ;

Training for the technical team of our partner ARSOW-Nepal being planned as part of the project, the TGH PM will also participate in the development of the training plan.

  1. Ensure the coordination of the project between TGH, ARSOW-Nepal partner, and the local authorities.

The TGH PM will be a driving force in the coordination of the project between ARSOW-Nepal partner and TGH. In addition he will have a role in coordinating with the local authorities (village and district).

ü Participation in local coordination meetings (preparation, and minutes)

ü Preparation of steering committees with local authorities and representatives of the different groups of beneficiaries and dissemination of the report.

  1. Project development

The PM may at any time make proposals to develop the project for a search for new funding and to participate in the writing of project proposals.

These responsibilities can be reviewed in the light of changing needs on the field.

Security, work and life condition

The accommodation and office are based in Thangpaldhap, where ARSOW-Nepal and TGH have a field office.

Housing and office in Thangpaldhap (1,300 m above sea level) are shared with the ARSOW-Nepal team. Given the small number of houses, the living conditions are relatively basic. During the rainy season (June-September), roads being cut, it is not possible to make the entire journey by vehicle, nor to envisage a regular supply of food products other than those available locally (rice, beans and vegetables). Nevertheless, the site of the project is very pleasant (welcoming population, mountains, rice terraces, etc.) The winter, although less harsh than in France, is however difficult because the houses are neither insulated nor heated.

Travel between villages is by car or motorbike but it is also possible (depending on the configuration of certain villages and access conditions) to be able to access it only on foot (1 to 3 hours of steps) and having to bivouac at night in a village before returning to the base at Thangpaldhap.

Regular shifts are expected in Banepa, where the main office of TGH and the headquarters of ARSOW-Nepal are located and in Chautara, chief town of the district where the local authorities are based. Given the rainy season, these trips will be less frequent from June to September.

The district of Sindhupalchok and the city of Banepa are places where there is little expatriate presence. Most trips are by motorcycle or on foot.

There is no security risk in the intervention zones, and more generally in Nepal.

Profile

  • Desired experience of at least 2 years in a project management position in response to a humanitarian crisis;

  • Good knowledge of the humanitarian environment, in particular of the institutional functioning and the donors;

  • Experience in managing a project with a local partner and through transfer of competence;

  • Good writing skills in French and English;

  • Fluency in English, written and oral;

  • Proficiency in computer tools (at least Excel, Word, Internet / Outlook, Google Earth);

  • Knowledge in geographic information tools (QGIS type) and data collection (KoBo Toolbox type) are a plus;

  • Financial management, administrative skills;

  • Ability to analyze, anticipate, sense of organization, good thinking skills;

  • Excellent interpersonal skills and diplomacy;

  • Fluency, good communication and coordination skills;

  • Ability to work independently;

  • Knowledge and interest in Nepal and its culture is a plus;

  • Ability to accept basic comfort level;

  • Motorcycle license desired;

Kenya: Consultant - Postharvest

The International Potato Center (CIP) leads the roots crops component under the Accelerated Value Chain Development (AVCD) program with financial support from Feed the Future (FtF) of the United State of America International Development (USAID). Under the roots crops component, interventions to develop potato value chain aim to improve market linkages through supporting cooperative development and farmers to improve production and quality. Postharvest storage is key to developing sustainable and consistent markets by enabling cooperatives and their farming members to supply potato over long periods of time avoiding harvest gluts and market scarcities.

The Assignment: Working in close collaboration with county governments, CIP supports potato marketing cooperatives to develop into functioning businesses through collective marketing of members’ potatoes. Postharvest storage presumably improves market access and profits by consistently providing markets with potato regardless of harvest gluts and scarcities, and taking advantage of higher prices during scarcities. However, the socio-economic feasibility of varying types of storage units is not clear. Thus, under AVCD, CIP is seeking a consultant to assess socio-economic feasibility of differing types of storage units targeting differing profiles of user:

  • Small-scale individual household storage usually 4 to 10 tonne capacity, relies on managing ambient conditions to improve storage conditions giving moderate control of temperature and relative humidity;
  • Ambient storage, normally 50 to 100 tonne capacity, relies on managing ambient conditions to improve storage conditions giving moderate control of temperature and relative humidity;
  • Cold storage, 500 to 1000 tonne capacity, using power to maintain temperature and relative humidity at a pre-determined level.

The Consultant will be responsible is to assess the economics of each storage type addressing all costs associated with each storage type, including direct costs and indirect costs, such as potential loss of stored commodity.

Considering each storage type, the study is to elaborate on:

  • Economic feasibility and profit margins at specific time intervals of storage, identifying the assumptions and risks;
  • Management models for ambient and cold stores considering group dynamics, differing types of storage services (i.e. warehouse receipts, farmer sells to cooperative who then manages sales and risks), and distribution and utilization of storage returns;
  • Feasibility of household and ambient storage for storing marketable quantities of potato considering that a 50 tonne storage unit is sufficient for 2 ha of potato production.

The successful Consultant will have:

  • MSc or PhD in agricultural economics, postharvest or related sciences;
  • In depth knowledge of the technical and economic aspects of postharvest storage including ambient and cold storage;
  • Proven experience conducting storage feasibility studies and completing the accompanying report;
  • Excellent writing and communication skills.

Conditions: The employment contract will be for one month to complete the study. While this is largely a desk assignment, some field travel within Kenya may be required.

Context

The Regional conflict in Iraq and Syria will complete its fifth year with no rapid end in sight. It has torn apart families, displacing more than 11 million individuals: more than 7 million inside the country and more than four million who have fled the conflict in search of safety in neighboring countries, including Lebanon, Jordan, Turkey, Egypt and Iraq, and further afield in Europe (507,421 persons by the end of September 2015). While Kurdistan Region of Iraq is still hosting around 240 000 Syrians, Iraq has seen major displacement of an estimated three million persons within its borders due to the advance of ISIS and subsequent fight to push them out of Iraq.

The Kurdistan Region of Iraq, hosting 97% of the Syrian refugees within Iraq, is also now host to some one million internally displaced persons, constituting a 25% population increase. Furthermore, the KR-I continues to share frontlines of armed conflict in the “disputed” Iraqi territories since the 25th September Kurdish independence referendum and faces a budgetary crisis which presents serious challenges in the access to services (e.g. education) for displaced and host community populations.

The defeat of ISIS’s last remaining strongholds in Iraq is now leaving ground for reconstruction. However, in places such as West Mosul that have seen severe destruction or remote areas where services are lacking, returns are not happening fast and Iraqi people are still displaced in IDP camps of Ninewa or the East bank of Mosul. The political and military stalemate between the Federal Government and Iraqi Kurdistan is keeping the tension high along the disputed territories. Iraqi elections are putting an additional level of inter-community tensions as military groups contribute to the political shaping of the areas retaken from ISIS. Intra-community tensions within Iraqi Kurdistan are also on the rise in reshuffling of the political landscape after the October 2016 events and the fall of the two historical leaders of the main parties.

Job description

The overall objective of the Finance/HR/admin Coordinator is to ensure the implementation of all administrative procedures and to train the local support team in order to support the current and future projects.

The Finance/HR/admin Coordinator will be under the responsibility of the Head of Mission. He/she will be managing the national admin team, composed for now of 2 assistants based in Erbil and 1 field officer based in Nimrud. The main responsibilities include:

FINANCE

  • Guarantee the proper use of funds according to donors and TGH regulations

  • Follow the daily/monthly expenses for all the projects and the coordination

  • Supervise the whole mission expenditures and cash management

  • Ensure checking and validation of the whole mission accountancy

  • Manage all mission budgets, proposal, financial reports, monthly accountancy closure, cash flow forecast

  • Implement a regular voucherisation of invoices on the mission

  • Keep an up to date Allocation Table for the mission

  • Manage the cash flow and cash supply requests to Head Quarters

  • Prepare and conduct financial audits as needed

  • In collaboration with the HoM, assures the link with the financial interlocutors (donors, bank…)

  • Train the Administrative Officer on SAGA, on TGH procedures and on budget follow up

ADMINISTRATION

  • Ensure that TGH follows the Iraqi and regional (KRI) laws

  • Collect all information about income tax and social benefits, and update internal regulations, work contracts and administrative guidelines accordingly

  • Ensure a clear archiving of all accountancy and administrative documents

  • Provide specific training sessions to the Administration team on the internal HR, admin and finance procedures

  • Ensure, in cooperation with the HoM, that administrative procedures such as expatriate registration, are followed

  • Collect all information and prepare documents for the NGO registration/registration renewal both in KRI and Iraq

  • Ensure legality of expatriates being on the mission both in KRI and Iraq

LOGISTICS -In collaboration with the logistics coordinator:

  • Ensure the respect of internal and donors’ purchase procedure

  • Ensure a check on the documentation of purchase procedures

  • Contribute to procurements if required

  • Collect all necessary information on local labour law and update internal regulations/work contracts accordingly

Security, working and living conditions

Despite the unstable political context in Iraq and KRI, the KRI region is generally safe and current TGH areas of operation in Federal Iraq are considered safe.

Erbil city is safe, and there are no restrictions of movement within the city. Much entertainment is available such as restaurants, sport centres, parks, supermarkets, cinema etc. Trips to the countryside are possible at weekends with prior validation by HoM. Security rules may be revised according to the evolution of the context.

Working and living conditions in Erbil are good. Communication means are satisfying (efficient internet, international phones). The office is separated from the guesthouses. Individual rooms are available for each expatriate.

Operations in Dohuk, Suleymaniya are subject to the same security condition as for Erbil. Nimrud sub-office is safe and overnight stays are allowed upon agreement of HoM.

Regular field visits to Mosul and Baghdad are expected for follow-up of office opening and Iraq registration. Security conditions are different from those applied in KRI, and trips must be planned in coordination with HoM.

Profile

  • At least 1 year experience as Administration/finance/HR manager required in humanitarian context

Presentation of Triangle Génération Humanitaire (TGH)

"Actor in a sustainable and shared solidarity"

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 11 countries in Africa, Asia and the Middle East.

Presentation of the mission

TGH is present in Sudan since September 2003, and opened its first project for the victims of the Darfur crisis in one of the IDPs camp in West Darfur (Riyad camp of Geneina) in June 2004. TGH has since extended its activities in West Darfur and Central Darfur, implementing its projects through 4 operational bases (Geneina in West Darfur; Bindizi, Um Dukhun and Zalingei in Central Darfur). All projects are coordinated from Khartoum main office. TGH currently works in the fields of water and sanitation, hygiene promotion, NFIs, food security and livelihood.

TGH’s strategy in Darfur consists in shifting gradually and where appropriate to more development-oriented programming, while maintaining the capacity to provide humanitarian assistance when needed.

Ongoing operations include:

  • The strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities and targeted food distribution.

  • Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management.

  • Emergency assistance to people affected by population displacement and natural disasters (provision of Non Food Items- NFI and emergency shelter, safe water supply facilities, emergency sanitation and hygiene promotion for vector control).

TGH is currently funded in Sudan by a set of different donors: CIAA, CHF, ECHO, European Union, UNDP, UNICEF and USAID-RRF.

Job description

Under the supervision of the Head of Programs, the MEAL Officer supports him/her in the set-up of new WASH data collection and monitoring tools and processes with field teams in order to permit the mission to have a clear vision on the progresses of the projects and the challenges / key issues to be addressed.

In direct collaboration with the Head of Programs and Country Director, the sector program managers and the support services departments, the main responsibilities are:

Facilitation of a workshop on new data collection and monitoring tools and processes for TGH program teams

§ Review of the new monitoring tools package and RACI structure;

§ Preparation of the workshop, in close collaboration with the Head of Programs;

§ During the workshop, train TGH teams on the new tools package in order to guarantee the appropriation and the proper use of such tools. A special attention will be put during the training on the quality of data collected on the field and donors’ expectations regarding the types and quality of collected data;

§ Present the RACI structure, emphasizing on the specific role of program staff at each step of the monitoring process (who is Responsible, Accountable, Informed or Contributor). Describe a holistic approach of the monitoring process, from hardcopy data collection to softcopy compilation and analysis, in order to foster a common understanding of its objectives. Collect staff’s feedback and propositions on division of roles, measurement methods and frequency of measures;

§ Provide training on physical and computer record-keeping and archiving.

On-the-job coaching of field teams in charge of data collection

§ After the workshop, conduct a visit of all TGH operational bases (Geneina, Bindizi, Um Dukhun, Golo) to follow the installation of new monitoring tools and RACI structure with each staff involved;

§ Conduct short refreshment training for all non-TGH staff involved in data collection (for instance: water point operators working under daily worker contract, water point operators on the account of the responsible Water User Committee), or prepare TGH field teams to replicate this training in case access is not possible;

§ On-the-job quality control of data collection methods (for instance, at water point level – water quality tests, frequentation survey, fuel consumption follow-up –, during hygiene promotion Sessions, during latrine distribution activities, during a KAP survey, etc.). Based on observations, advise teams on possible improvement and share lesson learnt and best practices with Head of Programs;

§ On-the-job coaching of WASH Managers in their monthly compilation of the collected data in the new monitoring tools package.

Follow-up of the data collection, compilation and analysis cycle

§ From Khartoum, provide continued support to field teams during the 1st month where the new monitoring tool package is used. In consultation with TGH WASH technical unit in HQ, provide modifications to tools and structures in case practice show that improvements are needed.

§ On-the-job coaching of WASH Managers in their monthly compilation of the collected data in the new monitoring tools package.

§ On-the-job support to Head of Program, WASH coordinator and deputy coordinator on data analysis based on the new monitoring tools package, and on how to integrate lesson learnt from analysis in activity implementation.

§ Preparation of monthly feedback report to be sent wash staffs in charge of data compilation in the bases.

General support to the mission

§ Safeguard that conduct and work of the Program Team respects core humanitarian values of humanity, independence, neutrality and impartiality.

§ Contributes to the respect of security measures applied by the Country Director.

§ Supports the implementation of internal procedures in coordination with the Administration, Finance and the Logistics Coordinator.

§ Supports internal improvement processes. Contributes to knowledge and information sharing within the INGO team.

§ While on the field, identify and share with the coordination team any point of improvement for WASH programs being implemented on the field.

§ Maintain a regular collaboration and update of progresses with TGH WASH technical unit

Security, working and living conditions

Based in Khartoum, the MEAL Officer will perform regular short-term missions to Darfur bases. Security situation in Darfur is very variable from place to place and period. Field-visits are authorized when security conditions allow it. The movements to the field-bases are ensured by United Nations Humanitarian Air Services- UNHAS.

Security conditions in Khartoum are globally good with no particular movement restrictions.

Health risks are limited and there is little prevalence of malaria or other diseases in Khartoum. Quality medical services are available in Khartoum.

The mission in Khartoum has an office/ guesthouse of a significant size (4 floors) providing adequate separation of work and living space. Accommodation in Triangle-G H is optional. Communication means are good (efficient internet, international phones).

Khartoum enjoys a lot of different places for extra-professional activities: markets, swimming pools, gardens, access to cultural sites out of Khartoum. The social life is rather rich.

There are daily flights to regional and Europe destinations and expatriates go out of the country every 3 months for breaks.

Profile

  • At least 2 years of humanitarian experience in the field
  • Experience in the Water supply, Sanitation and Hygiene promotion
  • Experience in managing emergency and early-recovery operations in challenging security environments and understanding of the humanitarian environment (standards, stakeholders and mechanisms).
  • Excellent communication and writing skills in English. Preferably competent user of French spoken and written.
  • Experience in grants management and knowledge of procedures of main donor agencies: ECHO, European Union, OFDA, DFID, AFD, UN Agencies or others.

Rwanda: Sustainable Food Systems Agronomist (18-56 )

The International Potato Center (CIP) is seeking a dynamic and innovative Food Systems Agronomist knowledgeable in tropical production systems of sub-Saharan Africa (SSA) to lead a comprehensive review of sweetpotato and potato growth and production in major agro-ecologies and design a research program to effectively improve the integration of improved, biofortified and climate resilient sweetpotato and potato varieties into existing agro-ecologies where these crops plays an important role as well as the environments where they have high potential to improve human and animal nutrition. The position requires collaborating with breeders, seed system specialists, nutritionists, and agricultural economists.

The position: The successful candidate will be based in Kigali, Rwanda. This exciting position is an opportunity for an innovative food systems thinker to work with leading sweetpotato and potato experts in a variety of disciplines to reflect on the current state of knowledge on these important crops production systems and current and potential role in the context of climate change, the need for sustainable intensification and rapid urbanization on the African content. Gaps in knowledge will be identified and a world class research program developed to address those gaps, in consultation with a range of stakeholders in additional to CIP scientists. The Food System Agronomist will report to the Project Manager of the Sweetpotato Action for Security Health in Africa Project and he/she will co- report to the Leader of the Crop and System Sciences Division.

Selection Criteria:

  • Ph.D. degree in agronomy or other relevant degree.
  • Extensive working experience involved in food systems research.
  • Excellent knowledge of statistics and design and analysis of trial datasets from field experiments.
  • Knowledge of crop management and a good understanding of fertility and water management in the sub-Saharan African context, ideally in root or horticultural crops.
  • Skills in crop modeling.
  • Familiarity and ability to effectively use geographic information systems.

"Acteur d'une solidarité durable et partagée"

Créée en 1994, TGH, association française de solidarité internationale basée à Lyon, élabore et met en œuvre des programmes d'urgence, de réhabilitation et de développement dans les domaines de l'eau, de l'hygiène et de l'assainissement, du génie civil, de la sécurité alimentaire et du développement rural, du socio-éducatif et du psychosocial. TGH travaille actuellement dans 11 pays d’Afrique, d’Asie et du Moyen-Orient.

Contexte

Depuis la chute de son économie au début des années 1980, en raison de déficiences socio-économiques structurelles importantes et d’un secteur agricole faiblement productif, une large part de la population de la Corée du Nord, estimée à plus de 24 millions d’habitants, est très vulnérable en termes de sécurité alimentaire, d’accès à l’eau potable et d’accès aux structures sanitaires et de santé.

D’un dispositif d’urgence d’aide alimentaire aux premiers temps de la crise humanitaire au milieu des années 90, l’aide internationale apportée à la Corée du Nord s’est peu à peu orientée vers des projets de développement et de coopération technique de plus longue durée visant à réduire une malnutrition devenue chronique et à relancer les secteurs de services (eau, assainissement, santé) dont la régression a gravement affecté les conditions de vie de la population.

Présentation de la mission

Présent depuis décembre 2000, TGH a commencé ses activités avec un projet d’appui au secteur agricole. TGH est ensuite intervenu dans différents secteurs : réhabilitation des surfaces cultivées de polders, eau et assainissement, reforestation, pisciculture et soutien aux personnes âgées. Ces projets ont été réalisés grâce aux financements de l’Union Européenne (DEVCO, ECHO), l’Aide Alimentaire Programmée du gouvernement français, SIDA (coopération suédoise), OCHA, les Ambassades d’Allemagne, de Pologne et de Grande Bretagne et la Coopération Suisse.

Actuellement, quatre projets sont en cours :

  • Un projet visant au renforcement des capacités de la Fédération Coréenne pour les personnes âgées. Le projet est financé par l’Union Européenne (EuropeAid) et a débuté en avril 2017, pour une durée de 2 ans.

  • Un projet visant à l’amélioration de la situation nutritionnelle des enfants grâce à l’augmentation de la production de deux fermes piscicoles dans les provinces de l’ouest du pays, et à l’amélioration des conditions de conservation et des pratiques d’hygiène. Le projet est financé par l’Union Européenne (EuropeAid) et a débuté en janvier 2015, pour une durée de 4 ans.

  • Un projet visant à l’amélioration de la situation nutritionnelle des enfants grâce à l’augmentation des productions maraîchères de quatre fermes dans une province du centre du pays, à l’amélioration des systèmes d’irrigation et de fertilisation, et à l’amélioration des conditions de conservation et des pratiques d’hygiène. Le projet est financé par l’Union Européenne (EuropeAid) et a débuté en septembre 2016, pour une durée de 3 ans.

  • Un projet visant à l’amélioration de la situation nutritionnelle des enfants grâce à l’augmentation de la production d’une ferme piscicole dans une province du centre du pays, en partenariat avec l’université de Liège (Gembloux Agro Bio-Tech), l’Université Nationale de d‘Agriculture du Vietnam (VNUA) et le Bureau d’Aquaculture coréen. Le projet est financé par l’Union Européenne (EuropeAid) et a débuté en février 2018, pour une durée de 40 mois.

L’équipe est composée de 4 personnels expatriés (1 chef de mission, 2 chefs de projet Sécurité alimentaire, 1 chef de projet Renforcement des capacités) et 11 personnels nationaux (1 officier de liaison, 1 administrateur/logisticien, 4 officiers de projet, 3 chauffeurs, 2 cuisinières/femmes de ménage).

Poste

Basé à Pyongyang, le/la Chef de mission sera amené à se rendre sur les sites des projets.

Le/la Chef de mission travaille sous la responsabilité du Responsable de missions basé au siège. Il/elle coordonne l’équipe expatriée et locale. Il/elle assume les responsabilités suivantes :

Représentation de l'association auprès des partenaires locaux et organisations internationales (UN, UE, DEVCO, Ambassades, Bureau français de Coopération)

  • Participer aux réunions inter-agences et sectorielles (eau/hygiène/assainissement, nutrition, sécurité alimentaire, santé), être en contact régulier avec les autres représentants des ONGs et des agences UN
  • Rencontrer régulièrement les représentants des bailleurs et des ambassades locales pour faire un compte rendu des activités des projets (progrès, objectifs atteints, résultats, problèmes rencontrés, relations avec les autorités locales) et communiquer sur les activités de TGH
  • Représenter TGH lors des cérémonies officielles des ambassades et des organisations internationales

  • Etre force de proposition et de négociation auprès des autorités coréennes en cas de contraintes ou de blocages dans la mise en œuvre des projets
  • Etre le référent sur le terrain pour toute question de procédures et choix stratégiques dans l’exécution des projets
  • Effectuer des visites terrain suivant les besoins (suivi régulier, accompagnement des bailleurs) et rencontrer les représentants locaux et les bénéficiaires

Conditions de sécurité, de travail, et de vie

Le statut résident permet aux expatriés de circuler librement dans Pyongyang et ses environs. Pour les visites terrain, les déplacements sont très encadrés et planifiés à l’avance. Les conditions de sécurité sont bonnes, les expatriés doivent néanmoins respecter quelques consignes peu contraignantes.

La mission à Pyongyang dispose d’un bureau et de 2 appartements où sont logés les expatriés de la mission et qui sont équipés de d’internet avec WIFI. Les expatriés disposent d’un téléphone mobile permettant d’appeler en Corée du Nord et à l’international.

L’accès aux infrastructures sportives est autorisé pour les expatriés (tennis, golf, volleyball, salle de fitness, piscine, squash, taekwondo, etc.).

Pyongyang est desservi par des vols réguliers depuis Pékin. Les vols sont moins fréquents en hiver (2 par semaines avec Air Koryo uniquement), mais il est possible de prendre le train entre Pékin ou Dandong et Pyongyang. Les expatriés sortent du pays tous les 3 mois pour se reposer.

Position: The position will be based in Nairobi, Kenya, in the Food and Nutritional Evaluation Laboratory (FANEL), Nutrition and Food Safety Platform, Biosciences eastern and central Africa (BecA) research hub at the campus of the International Livestock Research Institute), with occasional travel within the Sub-Saharan Africa Region. The Research Associate (Food Scientist) will report directly to the Regional Food Scientist.

Duties and responsibilities:

The principal tasks and responsibilities will include, but are not limited to the following:

  • Assist with operational management in the Food and Nutritional Evaluation Laboratory (FANEL);
  • Develop new methods and keep current methods up to standards, assure quality assurance, contribute scientifically to the work;
  • Attend to visitors and train other labs on similar methods;
  • Develop and conduct acceptability studies with RTB and biofortified crops;
  • Provide nutrition input to other areas of CIP and RTB in SSA;

Selection Criteria:

The successful candidate will have:

  • Master’s degree in Food Science, Food Technology, Nutritional Biochemistry or related subjects. PhD will be an added advantage;
  • Minimum of six year’s work experience in a nutritional analysis research environment;
  • Good understanding of analytical instruments such as HPLC, LC/MS, GC/MS and ICP;
  • Strong background in food product development and sensory profiling and analysis;

The International Potato Center (CIP) is seeking a dynamic and innovative Potato Breeder to be part of a multidisciplinary team and support our potato plant breeding efforts at the CIP-China Center for Asia Pacific (CCCAP).

About the role:

This position will be based in Yanqing (Beijing), China. This position reports to the Chief Scientist CCCAP, while also reporting to the Global Leader Crop Improvement located at CIP’s headquarters in Lima, Peru.

As a Potato Breeder, you will partner with different expert teams both within and outside CIP. Also, you will actively engage and use CIP´s genetic and genomic resources, as well as advanced breeding populations and varieties to enhance the creation of new potato varieties with higher productivity for the main potato producing regions of China. You will also contribute to potato breeding efforts in other Asian countries through internal and external collaborations and projects.

Also, we expect the Potato Breeder to design and implement diverse scientific platforms (molecular markers/MAB, statistical support, bioinformatics, double haploids, others) to support Chinese and Asia-Pacific breeding team´s efforts in their potato breeding programs.

Key responsibilities:

  • Support and lead the potato breeding efforts of CCCAP, with a strong interaction with the Crop Improvement team at CIP as well as other science leaders, in order to achieve CIP’s and CCCAP´s strategic objectives. CCCAP´s overall target is the development of successful potato varieties with novel and enhanced traits that will enable rapid adoption and high-yield among Chinese and Asia-Pacific farmers.
  • Lead the development of advanced breeding service platforms like MAB and others to help CCCAP´s own breeding efforts as well as the efforts of breeding teams at institutes or universities in China and the Asia-Pacific region.
  • Build internal and external contacts related to potato breeding and genetics in order to develop partnerships and collaborative relationships with Chinese and other Asian institutions.
  • Keep informed and up to date of the latest scientific advances regarding breeding, statistics, molecular marker science, genetic resources, and any other supporting scientific area relevant for CCCAP´s potato breeding efforts in China and Asia Pacific.
  • Ensure proper management of projects and overall financial resources.
  • Take a leadership role in attracting competitive grants and external funding from a range of public and private donors to help reach CCCAP´s and CIP´s goals.
  • Publish scientific papers in high-impact academic journals. Prepare project reports, presentation and other forms of public dissemination of CCCAP´s scientific work at workshops, conferences, meetings, seminars and any other public platform where CIP or CCCAP need to be present.
  • Attract researchers, interns, and visiting scholars to CCCAP/CIP and develop collaborative projects with them.
  • Provide opportunities for students and breeders to get exposure and expand ties between national and international agricultural research institutions.

What are we looking for?

  • PhD in plant genetics, plant breeding or plant physiology with at least 5 years of working experience managing breeding programs. Experience in potato is a plus.

  • Experience and knowledge of clonal, polyploid crops is preferred, specifically, a good understanding of issues related to potato seed production and/or research.

"Actor in a sustainable and shared solidarity"

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 11 countries in Africa, Asia and the Middle East.

Presentation of the mission

TGH is present in Sudan since September 2003, and opened its first project for the victims of the Darfur crisis in one of the IDPs camp in West Darfur (Riyad camp of Geneina) in June 2004. TGH has since extended its activities in West Darfur and Central Darfur, implementing its projects through 4 operational bases (Geneina in West Darfur; Bindizi, Um Dukhun and Zalingei in Central Darfur). All projects are coordinated from Khartoum main office. TGH currently works in the fields of water and sanitation, hygiene promotion, NFIs, food security and livelihood.

TGH’s strategy in Darfur consists in shifting gradually and where appropriate to more development-oriented programming, while maintaining the capacity to provide humanitarian assistance when needed.

Ongoing operations include:

  • The strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities and targeted food distribution.

  • Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management.

  • Emergency assistance to people affected by population displacement and natural disasters (provision of Non Food Items- NFI and emergency shelter, safe water supply facilities, emergency sanitation and hygiene promotion for vector control).

TGH is currently funded in Sudan by a set of different donors: CIAA, CHF, ECHO, European Union, UNDP, UNICEF and USAID-RRF.

Job description

Under the supervision of the Head of Programs, the MEAL Officer supports him/her in the set-up of new WASH data collection and monitoring tools and processes with field teams in order to permit the mission to have a clear vision on the progresses of the projects and the challenges / key issues to be addressed.

In direct collaboration with the Head of Programs and Country Director, the sector program managers and the support services departments, the main responsibilities are:

Facilitation of a workshop on new data collection and monitoring tools and processes for TGH program teams

§ Review of the new monitoring tools package and RACI structure;

§ Preparation of the workshop, in close collaboration with the Head of Programs;

§ During the workshop, train TGH teams on the new tools package in order to guarantee the appropriation and the proper use of such tools. A special attention will be put during the training on the quality of data collected on the field and donors’ expectations regarding the types and quality of collected data;

§ Present the RACI structure, emphasizing on the specific role of program staff at each step of the monitoring process (who is Responsible, Accountable, Informed or Contributor). Describe a holistic approach of the monitoring process, from hardcopy data collection to softcopy compilation and analysis, in order to foster a common understanding of its objectives. Collect staff’s feedback and propositions on division of roles, measurement methods and frequency of measures;

§ Provide training on physical and computer record-keeping and archiving.

On-the-job coaching of field teams in charge of data collection

§ After the workshop, conduct a visit of all TGH operational bases (Geneina, Bindizi, Um Dukhun, Golo) to follow the installation of new monitoring tools and RACI structure with each staff involved;

§ Conduct short refreshment training for all non-TGH staff involved in data collection (for instance: water point operators working under daily worker contract, water point operators on the account of the responsible Water User Committee), or prepare TGH field teams to replicate this training in case access is not possible;

§ On-the-job quality control of data collection methods (for instance, at water point level – water quality tests, frequentation survey, fuel consumption follow-up –, during hygiene promotion Sessions, during latrine distribution activities, during a KAP survey, etc.). Based on observations, advise teams on possible improvement and share lesson learnt and best practices with Head of Programs;

§ On-the-job coaching of WASH Managers in their monthly compilation of the collected data in the new monitoring tools package.

Follow-up of the data collection, compilation and analysis cycle

§ From Khartoum, provide continued support to field teams during the 1st month where the new monitoring tool package is used. In consultation with TGH WASH technical unit in HQ, provide modifications to tools and structures in case practice show that improvements are needed.

§ On-the-job coaching of WASH Managers in their monthly compilation of the collected data in the new monitoring tools package.

§ On-the-job support to Head of Program, WASH coordinator and deputy coordinator on data analysis based on the new monitoring tools package, and on how to integrate lesson learnt from analysis in activity implementation.

§ Preparation of monthly feedback report to be sent wash staffs in charge of data compilation in the bases.

General support to the mission

§ Safeguard that conduct and work of the Program Team respects core humanitarian values of humanity, independence, neutrality and impartiality.

§ Contributes to the respect of security measures applied by the Country Director.

§ Supports the implementation of internal procedures in coordination with the Administration, Finance and the Logistics Coordinator.

§ Supports internal improvement processes. Contributes to knowledge and information sharing within the INGO team.

§ While on the field, identify and share with the coordination team any point of improvement for WASH programs being implemented on the field.

§ Maintain a regular collaboration and update of progresses with TGH WASH technical unit

Security, working and living conditions

Based in Khartoum, the MEAL Officer will perform regular short-term missions to Darfur bases. Security situation in Darfur is very variable from place to place and period. Field-visits are authorized when security conditions allow it. The movements to the field-bases are ensured by United Nations Humanitarian Air Services- UNHAS.

Security conditions in Khartoum are globally good with no particular movement restrictions.

Health risks are limited and there is little prevalence of malaria or other diseases in Khartoum. Quality medical services are available in Khartoum.

The mission in Khartoum has an office/ guesthouse of a significant size (4 floors) providing adequate separation of work and living space. Accommodation in Triangle-G H is optional. Communication means are good (efficient internet, international phones).

Khartoum enjoys a lot of different places for extra-professional activities: markets, swimming pools, gardens, access to cultural sites out of Khartoum. The social life is rather rich.

There are daily flights to regional and Europe destinations and expatriates go out of the country every 3 months for breaks.

Profile

  • At least 2 years of humanitarian experience in the field

  • Experience in managing emergency and early-recovery operations in challenging security environments and understanding of the humanitarian environment (standards, stakeholders and mechanisms).

Présentation de la mission

TGH a débuté son action en RCA en 2007 pour soutenir les populations vulnérables de la préfecture de la Vakaga. Aujourd’hui, l’association intervient en Vakaga dans les secteurs de la sécurité alimentaire, et de l’éducation. TGH reste ainsi l’une des deux seules organisations humanitaires présentes de manière continue dans cette région marginalisée et excentrée. Les projets qu’elle met en œuvre dans la préfecture sont notamment financés par le Comité Interministériel de l’Aide Alimentaire. Des projets sous fonds Bêkou (Union Européenne) et Centre de Crise et de Soutien ont été également soumis.

Parallèlement, l’association s’impose depuis 2011 comme l’un des acteurs humanitaires majeurs de la préfecture de la Ouaka, où elle mène différents projets dans les secteurs de la sécurité alimentaire et des moyens de subsistance, de l'eau, hygiène et assainissement (EHA), et de l'éducation / protection. Elle assure aujourd’hui une assistance d’urgence aux populations déplacées et aux communautés hôtes dans la ville de Bambari, dans l’ensemble des camps de déplacés autour de Bambari ainsi que dans les villes de Grimari et Ngakobo. Les projets que TGH met actuellement en œuvre sont appuyés par des partenaires financiers tels que ECHO, le CDCS, l’AFD, le Fonds Humanitaire, ou encore UNICEF.

A Bangui, où le phénomène des enfants des rues (EDR) connait une progression alarmante, les services de l’antenne mobile mis en place depuis 2014 par TGH garantissent aux enfants un accès à des services socio-éducatifs et médicaux de base, et participent au processus de réunification familiale et de placement en famille d’accueil. TGH assure la protection des enfants des rues par la mise en place d’un dispositif de prévention des abus à leur encontre, financé par l’AFD et l’UNICEF.

La mission est financée à hauteur d’environ 3.5 millions d’euros. L’équipe actuelle est composée d’une dizaine de personnels expatriés, d’environ 90 personnels nationaux, répartis sur les différentes bases opérationnelles (Bangui, Bambari et Birao).

Projets actuellement mis en œuvre

· Projet intitulé « Vers le renforcement des capacités des acteurs locaux en faveur de la protection de l’enfance en République Centrafricaine et en République du Congo», Mai 2016 – Avril 2019, financé par l’AFD à hauteur de 995 112 Euros.

· Projet intitulé « Gest*ion en eau, hygiène et assainissement sur les sites de Bambari* », Janvier – Mai 2018, financé par le Fonds Humanitaire à hauteur de 300 000 USD.

· Projet intitulé « Programme pour contribuer à la résilience des populations dans les sous-préfectures de Bambari et Berberati à travers l’amélioration de la sécurité alimentaire associée à une approche communautaire pour lutter contre la malnutrition chronique», Avril 2017 – Septembre 2019, financé par l’AFD à hauteur de 3 600 000 Euros, et mis en œuvre en consortium avec la Croix Rouge française. Ce projet fait suite à un autre projet, terminé en août 2016 et dont les retours sont positifs.

· Projet intitulé « Assistance multisectorielle pour couvrir les services de base envers les populations déplacées suite à la crisehumanitairedans la préfecture de la Ouaka en République Centrafricaine et préparation aux futures urgences», Janvier – Décembre 2018, financé par ECHO à hauteur de 550 000€.

· Projet intitulé « Assistance en sécurité alimentaire des populations vulnérables dans la province de la Vakaga», Mai 2018 – Janvier 2019, financé par le CIAA à hauteur de 350 000€.

· Projet intitulé « Apporter une assistance d'urgence en eau, hygiène et assainissement aux populations déplacées de l’axe Bambari – Ippy, dans la préfecture de la Ouaka», Juin – Novembre 2018, financé par le Fonds Humanitaire à hauteur de 202 000 USD

· Projet intitulé « Améliorer l’accès des enfants déplacés de la Sous-Préfecture de Bambari et sur l’axe Bambari-Ippy à un environnement d’apprentissage protecteur, sécurisé et adapté à leur vulnérabilité», Juin – Novembre 2018, financé par le Fonds Humanitaire à hauteur 350 000 USD

En 2018, plusieurs opportunités de développement d’activités liées à la sécurité alimentaire, l’EHA et à l’éducation / protection se présentent pour TGH. TGH espère notamment développer sa réponse face aux besoins qui existent aujourd’hui dans ses zones d’intervention.

Le/la Coordinateur/trice de Programmes assure la coordination des projets mis en œuvre par TGH à Bangui et dans les préfectures de la Ouaka et de la Vakaga. Il/elle est garant de la qualité de ces projets. Il/elle fera des déplacements réguliers dans ces deux préfectures selon la situation sécuritaire.

Le/la Coordinateur/trice de Programmes travaille sous la responsabilité du Chef de mission. Il/elle apporte un soutien aux responsables de projets dans une relation fonctionnelle. Il/elle a également un lien fonctionnel avec les trois référents techniques de TGH travaillant au niveau du siège à Lyon. Il/elle assume les responsabilités suivantes :

Définition et appui opérationnel aux projets

  • Superviser la mise en œuvre, l’appui méthodologique, le suivi – évaluation, le reporting et la coordination des projets en RCA pour TGH

  • Assurer une veille sur la situation humanitaire dans les zones d’intervention

  • Accompagner et apporter un soutien technique aux équipes terrain, en lien avec les référents techniques au siège

  • Elaborer et mettre en œuvre des outils de gestion et de suivi appropriés pour l’ensemble des activités

  • Renforcer les capacités techniques des équipes locales via des formations sur la bonne conduite des activités et le suivi régulier de leurs mises en œuvre

Veille technique et stratégie opérationnelle

  • Assurer un suivi technique des activités mises en place et une réflexion quant à leurs possibles améliorations

  • En partenariat avec le reste de l’équipe, développer et dynamiser les actions de TGH dans les zones d’intervention

  • Entretenir un lien avec les autres acteurs locaux et internationaux et rechercher des synergies avec leurs projets

  • Développer des outils d’évaluation de besoins par secteur et zone

  • Analyser et capitaliser les données récoltées sur le terrain

  • Evaluer les projets et leur pertinence selon le contexte et les besoins de populations

  • Participer aux évaluations en vue de la préparation de propositions de projets

  • Participer à la préparation de la stratégie pays

Reporting

  • Participer à la rédaction des rapports bailleurs pour les projets et en assurer la qualité

  • Participer à la rédaction des propositions de projets

Représentation et coordination externe

  • Entretenir et développer de bonnes relations de travail ainsi qu’une bonne visibilité de l’association auprès des autorités civiles et des autres acteurs humanitaires (agences de l’ONU, ONG), en particulier les bailleurs

  • Représenter l’association dans les réunions de cluster et de coordination inter-ONG

  • Echanger avec les bailleurs en concertation avec le CdM et l’assistant Chef de Mission

Coordination interne

  • Participer aux réunions de coordination interne à la mission et proposer des adaptations pertinentes vis-à-vis du fonctionnement général de la mission

  • Assurer un suivi étroit avec les CdP sur l’ensemble des programmes mis en œuvre en RCA

  • Assurer une transmission et un suivi efficace, en collaboration avec les CdP et le cas échant avec les référents techniques du siège, des achats et des procédures sur le terrain et / ou en capitale.

  • Echanger régulièrement avec la coordination finance et logistique sur le suivi budgétaire des projets et les dossiers d’achat

Ces responsabilités pourront être revues en fonction des évolutions des besoins sur le terrain.

Conditions de travail, de vie et de sécurité

Le contexte sécuritaire instable et volatile impose le respect de règles de sécurité parfois contraignantes. Les déplacements sur le terrain sont possibles mais nécessitent une analyse préalable et les déplacements en ville ne sont en général pas sujets à restriction, sauf tension en ville. TGH est un acteur humanitaire connu et apprécié dans la zone.

A Bangui, les expatriés disposent de chambres individuelles dans deux maisons partagées situées sur une concession où se trouve également le bureau. Une connexion wifi est disponible sur toute la base.

Sur Bambari, TGH dispose d’une grande concession bureau-base de vie sécurisée en bordure de la rivière Ouaka. Chaque expatrié dispose d’une chambre individuelle. L’électricité est fournie par un générateur durant les heures de travail, et un système de batterie auxiliaire permet d’alimenter les soirées et weekends. Une connexion wifi est disponible sur toute la base, et le réseau téléphonique est fonctionnel dans la zone urbaine de Bambari.

Sur Birao, TGH dispose d’une concession bureau-base de vie sécurisée. Une chambre sera disponible lors des séjours d’une durée générale d’une semaine (en fonction des vols UNHAS). L’électricité est fournie par un générateur qui ne fonctionne que quelques heures par jour ; la connexion internet est dépendante du fonctionnement du générateur.

Profil

  • Expérience en coordination de projets (minimum 2 ans d’expérience)

  • Expérience et connaissance en sécurité alimentaire et moyens d’existence et/ou en EHA et/ou en Education/Protection dans des contextes d’urgence, de post-urgence, voire de développement

Presentation of the mission

TGH is present in Sudan since September 2003, and opened its first project for the victims of the Darfur crisis in one of the IDPs camp in West Darfur (Riyad camp of Geneina) in June 2004. TGH has since extended its activities in West Darfur and Central Darfur, implementing its projects through 5 operational bases (Geneina in West Darfur; Bindizi, Um Dukhun, Golo and Zalingei in Central Darfur). All projects are coordinated from Khartoum main office. TGH currently works in the fields of water and sanitation, hygiene promotion, NFIs, food security and livelihood.

TGH’s strategy in Darfur consists in shifting gradually and where appropriate to more development-oriented programming, while maintaining the capacity to provide humanitarian assistance when needed.

Ongoing operations include:

  • Emergency assistance to people affected by population displacement and natural disasters (provision of Non Food Items- NFI and emergency shelter, safe water supply facilities, emergency sanitation and hygiene promotion for vector control).

  • Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management

  • The strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities and targeted food distribution.

Job description

Under the supervision of the Head of Mission, the Head of WASH Programs supports him/her on the overall implementation of the programs in Darfur, requirements definition, writing grant applications, planning, defining strategies and reporting to donors.

He/she supervises the overall work of the program team ensuring program development and quality and timely implementation of all the organization projects in Sudan. He/she is the direct line manager of the WASH coordinator (national staff).

He/she provides direct supervision and support to the operational and overall functioning of the mission within 5 bases in Central and West Darfur in coordination with TGH program and support staff.

In direct collaboration with the Head of Mission, the sector program managers and the support services departments, the main responsibilities are:

Program management

§ Lead programming for the TGH mission in Sudan, ensuring program quality through strategy development and participatory program design in close collaboration with the Country Director, the Program team and the national partners.

§ Develop and adjust strategies for emergency, recovery and rehabilitation programming based on thorough humanitarian context analysis, TGH and partner capacities, resource availability and coordination with the sector and government line ministries.

§ Work with the Country Director, the Program team and the national partners to prepare concept papers and grant proposals as well as mobilizing funds.

§ Support the Program Team in the implementation of operations and monitoring of progress on project indicators and outcomes, ensuring compliance with donor’s requirements and sector standards.

§ Manage program budgets and ensure spending is consistent with resources available, donor commitments and co-funding requirements in coordination with the Administration Coordinator.

§ Contribute to the improvement of comprehensive program monitoring systems ensuring that monitoring data are feed into management decisions and used in program management.

§ Conduct field visits to West and Central Darfur for program monitoring and capacity building of field teams and partner.

§ Prepare or assist program staff to prepare regular program reports for donors and partners as required. Ensure timely information exchange of emergency operations. Respond to internal and external requests for reports and information about programs.

§ Exchange information and technical support with headquarters WASH Technical Department Referents and the sector partners (clusters) in Sudan ensuring compliance with sector standards and best practices.

§ Ensure regular program coordination with donors, including provision of regular project updates, preparation of modification requests and preparation of donors monitoring visits.

§ Ensure program coordination and complementarity with OCHA, UNHCR, UNICEF, FAO, WFP, government line ministries, INGOs and NNGOs.

§ Contribute to the identification and development of partnerships providing an added value for Sudan WASH programs and support program team in effective partnership management.

§ Contribute to relevant Protection, Gender and Environmental issues mainstreaming in Sudan programs.

§ Evaluate program quality, including documenting best practices and lessons learned from Sudan WASH programs and ensuring these are considered in program design.

§ In direct link with the HQ Wash Technical Expert, ensures the review of technical designs (water points, latrines, hand washing facilities, etc.) and the methodology of soft activity components (training, hygiene promotion, capacity-building of Water Committees, etc.).

Data collection and monitoring tools

§ Review of the new monitoring tools package and RACI structure (responsibility assignment matrix).

§ Visit of all TGH operational bases (Geneina, Bindizi, Um Dukhun, Golo) to follow the installation of new monitoring tools and RACI structure with each staff involved.

§ Conduct short refreshment training for all TGH or non-TGH staff involved in data collection if necessary.

§ On-the-job quality control of data collection methods (for instance, at water point level – water quality tests, frequentation survey, fuel consumption follow-up –, during hygiene promotion Sessions, during latrine distribution activities, during a KAP survey, etc.). Based on observations, advice teams on possible improvement and share lesson learnt and best practices.

§ On-the-job coaching of WASH Managers in their monthly compilation of the collected data.

§ From Khartoum, provide continued support to field teams. In consultation with TGH WASH technical unit in HQ, provide modifications to tools and structures in case practice show that improvements are needed.

§ Support to WASH coordinator and deputy coordinator on data analysis based on the monitoring tools package, and on how to integrate lesson learnt from analysis in activity implementation.

§ Preparation of monthly feedback report to be sent to WASH staffs in charge of data compilation in the bases.

Staff management

§ Supervise directly the WASH Coordinator and other team members as required.

§ Adapt tasks and responsibilities allocation within the Program team to accommodate program requirements or specific situations.

§ Identify capacity building needs for staff and partners involved in the response. Take the lead on coordinating any formal or informal training for the Program Team and partners.

§ Provide direct support to the Program team through training sessions and appraisals.

Representation

§ Represent TGH in UN cluster meetings, government coordination meetings and other programming forums in Sudan, along with the sector program managers when relevant and/or the Country Director.

§ With the Country Director, maintain fluid relationships with the donor agencies and supports the follow-up of funding opportunities for TGH Sudan programs.

§ With the Country Director, contributes to programs complementarity and synergies by maintaining fluid relationships with international and local organizations, specifically those working in same geographical areas and WASH sector.

General support to the mission

§ Safeguard that conduct and work of the Program Team respects core humanitarian values of humanity, independence, neutrality and impartiality.

§ Contributes to the respect of security measures applied by the Country Director.

§ Supports the implementation of internal procedures in coordination with the Administration, Finance and the Logistics Coordinators

§ Supports internal improvement processes. Contributes to knowledge and information sharing within the INGO team.

Security conditions in Khartoum are globally good with no particular movement restrictions.

Health risks are limited and there is little prevalence of malaria or other diseases in Khartoum. Quality medical services are available in Khartoum.

Job description

Under the supervision of the Head of Programs, the MEAL Officer supports him/her in the set-up of new WASH data collection and monitoring tools and processes with field teams in order to permit the mission to have a clear vision on the progresses of the projects and the challenges / key issues to be addressed.

In direct collaboration with the Head of Programs and Country Director, the sector program managers and the support services departments, the main responsibilities are:

Facilitation of a workshop on new data collection and monitoring tools and processes for TGH program teams

§ Review of the new monitoring tools package and RACI structure;

§ Preparation of the workshop, in close collaboration with the Head of Programs;

§ During the workshop, train TGH teams on the new tools package in order to guarantee the appropriation and the proper use of such tools. A special attention will be put during the training on the quality of data collected on the field and donors’ expectations regarding the types and quality of collected data;

§ Present the RACI structure, emphasizing on the specific role of program staff at each step of the monitoring process (who is Responsible, Accountable, Informed or Contributor). Describe a holistic approach of the monitoring process, from hardcopy data collection to softcopy compilation and analysis, in order to foster a common understanding of its objectives. Collect staff’s feedback and propositions on division of roles, measurement methods and frequency of measures;

§ Provide training on physical and computer record-keeping and archiving.

On-the-job coaching of field teams in charge of data collection

§ After the workshop, conduct a visit of all TGH operational bases (Geneina, Bindizi, Um Dukhun, Golo) to follow the installation of new monitoring tools and RACI structure with each staff involved;

The Position: The selected candidate will be engaged primarily in the implementation of project related activities, to strengthen the potato sector development in a holistic manner by interlinking relevant disciplines and actors from public and private sectors. The scientist should be committed to using research for development in a complex and cooperative environment of research and development partners, specifically focusing in capacity building of partners capacity in a PPP approach, in alignment with CIP’s strategic programs and the CGIAR Program on Roots, Tubers and Bananas (RTB) priorities. She/he must be knowledgeable in value chains understanding of business side of production.

Key responsibilities:

  • Support in the implementation of client-oriented models for rapid access to quality seed. • Participate in the promotion and development of adapted seed potato technologies and business models for actors along the seed potato value chain.
  • Development, validation and applied research in seed quality maintenance, potato agronomy and Integrated Crop Management (ICM) technologies.
  • Work in the development and advocacy of locally adapted protocols and schemes for seed quality control.
  • Research on suitable options for demand creation with seed and ware potato. • Work in a strong capacity building and training through Training of Trainers, extension workers and partners.
  • Ensure the development and implementation of evidence-based scaling strategies • Develop partnerships and propose resource mobilization strategies such as training programs and other joint activities to strengthen the potato program in Sub-Saharan Africa.
  • Provide technical assistance to the national program, when requested and within the limits of available resources, in seed systems, variety development, and integrated potato management.
  • Participate in the implementation of the global and regional potato research and development activities approved for execution with the country and participating in region and global fora as requested.
  • Work in collaboration with Public-Private sector stakeholders to build effective seed potato value chains.
  • Develop partnerships and propose resource mobilization strategies such as training programs and other joint activities to strengthen the potato program in SSA.
  • Supervise research and collaborating with national partner scientists to build an effective research base on potato.
  • Write communication materials targeted at a lay audience.
    What are we looking for?

  • PhD degree in agronomy, plant pathology or related field, preferably in potato. Candidates with a PhD in agribusiness are highly welcome to apply if the MSc. was obtained in one of the before mentioned disciplines.

  • At least four years of research for development experience in project design and implementation in the agricultural sector.

  • Experience in managing potato seed multiplication system preferred.

  • Proven value chain experience: must demonstrate that knowledge goes beyond just production.

Presentation of TGH

"Actor in a sustainable and shared solidarity"

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, education and psychosocial. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.

Presentation of the mission

TGH worked in Kurdistan from 1995 to 1999 in the education and agriculture sectors to support refugees from Turkey. In 2013, TGH reopened a mission in Kurdistan and conducted several projects in Erbil: WASH in schools, Winterization distribution, Education and psychosocial support. Since 2016, TGH has deployed an emergency response supporting Iraqi IDPs in three camps of Ninewa Governorate (Salamiya 1, Khazer M1 and Nimrud camps) with child protection services. Alongside, TGH is also developing Child Protection and Education in Emergency interventions in returnee villages of Hamdaniya district (Nimrod and Bashiqa sub-districts). . The organization has also been conducting and still developing livelihood activities towards vulnerable returnee households in rural Tel Afar / Hamdaniya districts. TGH has a sub-office in Nimrud village (Hamdaniya district) forcamps and villages operations. More recently, TGH opened a sub-office in Baghdad; and is currently opening one as well in Mosul which will be dedicated to the Mosul / Hamdaniya operations and develop further project in Federal Iraq.

Job description

The overall objective of the Finance/HR/admin Coordinator is to ensure the implementation of all administrative procedures and to train the local support team in order to support the current and future projects.

The Finance/HR/admin Coordinator will be under the responsibility of the Head of Mission. He/she will be managing the national admin team, composed for now of 2 assistants based in Erbil and 1 field officer based in Nimrud. The main responsibilities include:

FINANCE

  • Guarantee the proper use of funds according to donors and TGH regulations

  • Follow the daily/monthly expenses for all the projects and the coordination

  • Supervise the whole mission expenditures and cash management

  • Ensure checking and validation of the whole mission accountancy

  • Manage all mission budgets, proposal, financial reports, monthly accountancy closure, cash flow forecast

  • Implement a regular voucherisation of invoices on the mission

  • Keep an up to date Allocation Table for the mission

  • Manage the cash flow and cash supply requests to Head Quarters

  • Prepare and conduct financial audits as needed

  • In collaboration with the HoM, assures the link with the financial interlocutors (donors, bank…)

  • Train the Administrative Officer on SAGA, on TGH procedures and on budget follow up

ADMINISTRATION

  • Ensure that TGH follows the Iraqi and regional (KRI) laws

  • Collect all information about income tax and social benefits, and update internal regulations, work contracts and administrative guidelines accordingly

  • Ensure a clear archiving of all accountancy and administrative documents

  • Provide specific training sessions to the Administration team on the internal HR, admin and finance procedures

  • Ensure, in cooperation with the HoM, that administrative procedures such as expatriate registration, are followed

  • Collect all information and prepare documents for the NGO registration/registration renewal both in KRI and Iraq

  • Ensure legality of expatriates being on the mission both in KRI and Iraq

LOGISTICS - in collaboration with the logistics coordinator:

  • Ensure the respect of internal and donors’ purchase procedure

  • Ensure a check on the documentation of purchase procedures

  • Contribute to procurements if required

HUMAN RESOURCES

  • Collect all necessary information on local labour law and update internal regulations/work contracts accordingly

  • Follow up of the HR database (leave follow-up, employment contract FU etc) for all the projects

  • Supervise and ensure the proper monthly salary payment for all staff

  • Train the admin officer on the regular update of all HR documents (FUs, organigram, leaves etc)

  • Ensure that all HR policies are understood and respected by all staff

  • Validate and coordinate all recruitment process started on a national level

  • Participate to the hiring process of any support staff to be recruited

  • Identify the training needs and organize trainings for the Administration teams

COORDINATION AND REPRESENTATION

  • Attend internal coordination meetings

  • Attend external inter-NGO administration coordination meetings

REPORTING

  • As and when needed, contribute to writing financial reports and compiling data for financial reports

  • As and when needed, contribute to monthly reporting to Head Quarters

  • Regularly report to Head of Mission

Security, working and living conditions

Despite the unstable political context in Iraq and KRI, the KRI region is generally safe and current TGH areas of operation in Federal Iraq are considered safe.

Erbil city is safe, and there are no restrictions of movement within the city. Much entertainment is available such as restaurants, sport centres, parks, supermarkets, cinema etc. Trips to the countryside are possible at weekends with prior validation by HoM. Security rules may be revised according to the evolution of the context.

Working and living conditions in Erbil are good. Communication means are satisfying (efficient internet, international phones). The office is separated from the guesthouses. Individual rooms are available for each expatriate.

Operations in Dohuk, Suleymaniya are subject to the same security condition as for Erbil. Nimrud sub-office is safe and overnight stays are allowed upon agreement of HoM.

Regular field visits to Mosul and Baghdad are expected for follow-up of office opening and Iraq registration. Security conditions are different from those applied in KRI, and trips must be planned in coordination with HoM.

  • Administrative and logistics support on the project execution and organization of events.
  • Organize and manage reception and filing of project documents.
  • Review records, accounting and financial controls of the activities carried out in the project.

Selection Criteria

  • Bachelor’s degree in Business Administration, Financial Management or related field. Master’s degree in Development, Administration and/or Project Management, will be desirable;
  • At least 3 years experience working with African development bank projects and familiarity with their guidelines;

Key responsibilities:

Logistics

  • Regional strategic thinking on implementing a holistic supply chain system, procurement planning, budgeting (and start-up planning for projects), capacity building for countries and partners on areas of supply chain/ procurement for various donors;
  • Supervise supply chain officers to deliver quality, timely, effective and efficient support to research;
  • In liaison with the Logistics Senior Manager in HQ, update the procurement policies within CIP to facilitate result-based management;

  • Ensure WIN-WIN negotiations are carried out with suppliers to ensure sustainable mutual gains for both CIP and the supplier organizations;
  • Backstop countries in CIP SSA on supply chain and logistics issues.
