RTB International Consultancy for cross program review paper on Setting Breeding Objectives and Priorities

Organization: International Potato Center
Closing date: 28 Feb 2017

An Innovation Workshop to develop actionable recommendations for crop or animal breeding programs seeking to undertake plant or animal breeding that is gender-relevant and responsive is planned for mid-2017. The Workshop Organizing Committee (WOC) seeks a senior international Consultant to write a paper Setting Breeding Priorities and Objectives that will systematically review and analyze how selected public and private sector breeding programs set breeding objectives and priorities with different actors and disciplines along the breeding cycle. The consultant will write a paper, prepare a slide presentation synthesizing the main findings and attend the “Innovation Workshop” (in June 2017 or thereafter) to present and discuss the paper with participants. All travel expenses associated with the Workshop will be covered by the project.

Historically, plant breeding programs have generally developed from farmer and agronomy initiatives, and were thus usually embedded in a rather local agricultural research and development effort, and thus shared knowledge, understanding and insights about the target production systems, target users and their uses. However, recent developments of genetic and bioinformatics tools have led to situations where decision making for genetic enhancement of specific crops, traits and germplasm involves personnel and disciplines that are not rooted in agriculture and agricultural research, i.e. do not share a common tacit knowledge about the context for which improvements are being sought.

The purpose of the paper is to discuss and illustrate how the priority setting process in breeding requires more explicit analysis and communication to be effective for guiding decision making of scientific/ management teams working towards such targets. This is especially pertinent for programs that have an international, broad outlook and wide stakeholder group and are held accountable for meeting explicit equity objectives.

Objectives of the paper

  1. To review and analyze in a case-study approach, how a selected number of public and private sector breeding programs set breeding objectives and priorities with different actors and disciplines, at different points in the breeding and delivery cycle.

  2. To compare and contrast the selected programs on critical aspects of practice, including methodologies and management approaches used at different points in the breeding cycle.

  3. To identify from the preceding analysis, promising approaches, methods and management strategies that should be considered in the Innovation Workshop as foundational inputs for formulating recommendations

How to apply:

Applicants should apply online through CIP’s Job Opportunities website (http://cipotato.org/open-vacancies/) or through the direct link: https://goo.gl/NlR1gD including a submission of interest (max 2 pages) explaining how the consultant(s) would move ahead to implement the study and a full C.V.

RTB International Consultancy for paper on Gender and Social Targeting in Breeding

Organization: International Potato Center
Closing date: 28 Feb 2017

An Innovation Workshop is planned for mid-2017 to develop actionable recommendations for crop or animal breeding programs seeking to undertake plant or animal breeding that is gender-relevant and responsive. The Workshop Organizing Committee (WOC) seeks a senior international Consultant (or a Lead Consultant proposing to coordinate a team of one or two other consultants with complementary expertise) to prepare a background paper for their upcoming workshop on the design and planning of gender-responsive breeding programs. The paper “Gender and Social Targeting in Breeding” will identify and define a set of interrelated planning components that draw on the social sciences, including discussion of the data and analysis required, that will assist gender-responsive breeding programs to plan and prioritize breeding objectives with a social and gender perspective.

The Consultant is expected to participate in the Innovation Workshop (mid 2017) to present and discuss the paper with the participants and to indicate availability for contributing to at least one additional workshop for postdoctoral fellow training on the paper outline (date TBD). Postdoctoral training will be managed through a separate contract with the same consultant or lead consultant with team. All travel expenses associated with the Workshop will be covered by the project.

The lead author of the paper is expected to incorporate into the paper, input drawing on the following fields: economics; quantitative and qualitative market and consumer research; biometrics and research design especially with “big data” applications; mixed methods for social analysis; breeding and genomics; participatory breeding; large scale survey research; Geographical Information Systems analysis of demographic data for social targeting.

Objectives of the paper

  1. To define what breeding programs need to know about the demographic, socio-cultural and market conditions of their intended beneficiary population(s) in order to target gender-differentiated beneficiary groups effectively, taking into account the intersection of gender with other socio- cultural, economic and geographic characteristics of importance.

  2. To formulate a practical plan for this analysis to be conducted with available data or data that can be rapidly generated: the plan should identify and describe the types of analysis and data needed for this targeting and the R&D competencies required. The paper must address the issue of how breeding programs can obtain reliable and representative information about gender-differentiated trait preferences that is correlated with the important demographic, socio-cultural and market information identified in objective 1, taking intersectionality into account

  3. To develop a proof of concept of the plan (objective 2) by presenting what one or two specific breeding programs could realistically do to implement it. This will provide illustrative Cases to add specificity to proposals for the types of data and analysis proposed in the plan. At least one Case should be a CGIAR breeding program. The Program Cases should be identified and agreed with the WOC member responsible for the technical supervision of the paper who can facilitate the necessary communication with CG breeding programs.

  4. To identify from Objectives 1, 2 and 3, promising approaches, methods and management strategies that should be considered in the Innovation Workshop as foundational inputs for formulating some recommendations.

How to apply:

Applicants should apply online through CIP’s Job Opportunities website (http://cipotato.org/open-vacancies/) or through the direct link: https://goo.gl/88UCm5 including a submission of interest (max 2 pages) explaining how the consultant(s) would move ahead to implement the study and a full C.V.

Organization: International Potato Center
Country: Kenya
Closing date: 24 Mar 2017

The International Potato Center (CIP) is seeking a consultant with experience in software development to design and implement an online reporting and data repository tool for the Building Nutritious Food Baskets (BNFB) project.

The Center: CIP (www.cipotato.org) is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweetpotato, and other Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor. CIP works with partners to contribute high quality science, technology, and capacity strengthening for sustainable science-based solutions. CIP is headquartered in Lima, Peru, with staff and activities in over 30 locations across Asia, Africa, and Latin America

The Project: The BNFB project is a three-year project funded by the Bill & Melinda Gates Foundation. The project seeks to reduce hidden hunger by catalyzing sustainable investment for the utilization of biofortified crops (vitamin A cassava, vitamin A maize, vitamin A sweetpotato and iron rich beans) at scale. The project is implemented in Nigeria and Tanzania and is led by CIP in partnership with six core partners - the International Center for Tropical Agriculture (CIAT), the International Maize and Wheat Improvement Center (CIMMYT), the International Potato Center (CIP), the International Institute of Tropical Agriculture (IITA), HarvestPlus and the Forum for Agricultural Research in Africa (FARA).

The Position: CIP is seeking a consultant to design, pilot and roll-out an automated online reporting and data repository tool. The current reporting tools (activity and output) are manual and require someone to consolidate the different reports into main project progress reports. Moreover, the manual reporting tools neither provide a logical cascading aggregation of results nor a historical repository for both the progress reports and indicator data. The online tool will address these weaknesses by linking activity reporting to outputs and project objectives. This tool will be used by BNFB staff.

The following are the different reporting levels the automated tools will address and the specific activities the consultant is expected to execute under each:

Objective 1: Activity Level

Expected output: A fully automated bi-weekly report template that links inputs with activities.

Specific Activities:

  • Review the current bi-weekly report template to understand the functional and operational mechanism and data collection requirements.
  • Prepare case scenarios.
  • Prepare Software Requirement Specifications (SRS) and Software Design Description (SDD) based on the captured business, functional and technological requirements of the tool.
  • Prepare the application components and solutions including a functionality that automatically consolidates the bi-weekly reports by the various writers into a single master project bi-weekly report.

Objective 2: Output Level Reporting

Expected output: A fully automated quarterly report template that links activities and deliverables/outputs.

Specific Activities:

  • Review the current quarterly report template to understand the functional and operational mechanism and data collection requirements and repeat steps 2-4 above, but focusing on the quarterly reporting template.

Objective 3: Outcome Level Reporting

Expected output: A fully automated BNFB outcome indicator data entry and reporting dashboard

Specific Activities:

  • Review the current indicator data management factsheet to understand the functional and operational mechanism.
  • Prepare an automated outcome indicator data dashboard that enables data entry and graphical visualization of the outcome progress data by country, partner, gender and reporting period. The dashboard should link the outputs to the outcomes.

After completing the above-mentioned activities, the consultant will perform the following tasks:

Follow-up tasks

  • Test the application mostly covering unit, performance, security, load and integration testing.
  • Deploy and configure the application on the production server in co-ordination with CIP.
  • Perform user training and operational helpdesk support, hand holding training to the end-users and system personnel.
  • Perform tuning and code changes regularly to increase the efficiency of the application. A detailed report of proposed changes and risks involved along with the implications will be handed over to BNFB for approval before making changes.
  • Document all the changes incorporated in the application software and improve the documentation of existing user / system reference manuals of different modules wherever it is necessary and possible.
  • Support the maintenance, and modification (if need be) of the reporting and data repository tools in specifications set forth and mutually agreed between him/her and CIP.

Requirements:

a)Skillsets and Experience

  • The consultant should have experience with and commitment to key development practices inherent to effective agile development, including:
    • Unit testing, such as use of testing tools and testing with mock objects.
    • Continuous integration, including use of integration tools.
    • Refactoring.
  • The consultant should have experience working with agile software development processes with rapid iteration cycles (of 1–2 weeks).
  • The consultant should be familiar with object-oriented design and development, including design patterns and effective use of interfaces.

b)Technical Knowledge

  • The consultant should have experience in developing web based applications in PHP and LAMP and any PHP framework, preferably Code Igniter/ Laravel.
  • The consultant should be experienced in MySQL, PostgreSQL, or other RDBMSs, Database design and SQL queries, query optimization a plus.
  • The consultant should have a clear design concept with experience in web technologies such as HTML5, JavaScript, CSS, AJAX.
  • The consultant should have experience with creating and consuming RESTful APIs.
  • The consultant should have strong Object Oriented Programming skills in languages such as Java, Python, C# or NET.
